Comrades,

I now wish to deliver the following report to theEighteenth National Congress of the Communist Party of China onbehalf of the Seventeenth Party Central Committee.

The Eighteenth National Congress is one of greatimportance being held when China has entered the decisive stage ofcompleting the building of a moderately prosperous society in allrespects. The underlying theme of the congress is to hold high thegreat banner of socialism with Chinese characteristics, follow theguidance of Deng Xiaoping Theory, the important thought of ThreeRepresents and the Scientific Outlook on Development, free up themind, implement the policy of reform and opening up, pool ourstrength, overcome all difficulties, firmly march on the path ofsocialism with Chinese characteristics, and strive to complete thebuilding of a moderately prosperous society in allrespects.

At this moment when I address you, we areconvinced that thanks to over 90 years of hard struggle, our Partyhas rallied and led the people of all ethnic groups of the countryin turning the poor and backward old China into an increasinglyprosperous and powerful new China and opening up bright prospectsfor the great renewal of the Chinese nation. We are all the moreproud of the historic achievements of the Party and the people, weare all the more firm in the ideal and conviction of the Party andthe people, and we are all the more aware of the historicresponsibility of the Party.

At present, as the global, national and ourParty's conditions continue to undergo profound changes, we arefaced with unprecedented opportunities for development as well asrisks and challenges unknown before. The whole Party must keep inmind the trust the people have placed in us and the greatexpectation they have of us. We must aim higher and work harder andcontinue to pursue development in a scientific way, promote socialharmony, and improve the people's lives so as to complete theglorious and arduous tasks bestowed on us by the times.

I.. Our Work in the Past Five Years and the BasicExperience We Have Gained in the Past Ten Years

Over the past five years since the SeventeenthParty Congress, we have marched boldly on the path of socialismwith Chinese characteristics. During these five years, we haveovercome numerous difficulties and risks and achieved new successesin building a moderately prosperous society in allrespects.

The Seventeenth Party Congress adopted acomprehensive plan for promoting reform and opening up andsocialist modernization and attaining the grand goal of building amoderately prosperous society in all respects. To implement thisdecision of the Seventeenth Party Congress, the Central Committeehas held seven plenary sessions, at which decisions were made andimplementing steps adopted on the following issues of underlyingimportance: deepening reform of the administrative system,promoting rural reform and development, improving and strengtheningParty building in a new environment, formulating the TwelfthFive-Year Plan and promoting reform and development of the culturalsector. During the past five years, we have fulfilled the goals ofthe Eleventh Five-Year Plan and made good progress in implementingthe Twelfth Five-Year Plan, and we have made new and majorachievements in all fields of our work.

The economy has developed steadily and rapidly.China's overall national strength has grown considerably. The grossdomestic product (GDP) reached 47.3 trillion yuan in 2011, andgovernment revenue increased by a wide margin. The overallagricultural production capacity has increased and grain output hasgone up year after year. Fresh progress has been made in adjustingthe industrial structure, and the infrastructure has beenextensively upgraded. Urbanization has been steadily advanced, anddevelopment between urban and rural areas and between regions hasbecome better balanced. Notable progress has been made in makingChina an innovative country, and major breakthroughs have been madein manned spaceflights, the lunar exploration program, and in thedevelopment of a manned deep-sea submersible, supercomputers andhigh-speed railways. Solid steps have been taken to promoteecological progress, and comprehensive progress has been made inresource conservation and environmental protection.

Major progress has been registered in reform andopening up. China's overall rural reform, the reform in tenure ofcollective forests and the reform of state-owned enterprises havebeen deepened, and the non-public sector of the economy hasregistered sound growth. The country's modern market system andmacro-regulatory system have been steadily improved, and its reformof finance and taxation, banking, prices, science and technology,education, social security, medicine and public health, and publicinstitutions has progressed steadily. China's open economy hasreached a new level, and its import and export volume now rankssecond in the world.

Living standards have been significantly improved.Efforts to improve the people's wellbeing have been intensified;urban and rural employment has continued to increase; individualincome has increased rapidly; household assets have grown steadily;people's need for daily necessities such as clothing, food, housingand transportation is better met; subsistence allowances for bothurban and rural residents and the rural poverty line have beenraised by a big margin; and basic pensions for enterprise retireeshave increased continually.

New strides have been made in developing democracyand the legal system. Further progress has been made in reformingthe political structure. Urban and rural deputies to people'scongresses are now elected on the basis of the same populationratio. Community-level democracy has steadily developed. Thesocialist system of laws with Chinese characteristics has beenestablished, and notable achievements have been made in building asocialist country based on the rule of law. The patriotic unitedfront has been consolidated and expanded. The reform of theadministrative system has deepened, and further progress has beenmade in the reform of the judicial system and the work mechanismsof the judiciary.

Development of the cultural sector has reached anew stage. Intensive efforts have been made to promote coresocialist values; comprehensive progress has been made in thereform of the cultural system; important headway has been made inproviding public cultural services; the cultural industry has grownrapidly; cultural creation and production is flourishing; andpeople enjoy richer intellectual pursuits and culturalentertainment. New progress has been made in public fitnessprograms and competitive sports.

Fresh progress has been made in socialdevelopment. Basic public services have improved markedly, andaccess to them has become much more equitable. Education hasdeveloped rapidly, and free compulsory education is now availablein all urban and rural areas. Marked progress has been made indeveloping the social security system; the basic old-age insurancesystem covering both the urban and rural population has been fullyestablished, and a new type of social assistance system is takingshape. The whole population is now basically covered by medicalinsurance; the basic urban and rural healthcare systems are takingshape. Construction of low-income housing has been accelerated. Wehave strengthened and made innovations in social management andmaintained social harmony and stability.

A new stage has been reached in efforts tostrengthen national defense and the armed forces. Significantachievements have been made in the revolution in military affairswith Chinese characteristics. Coordinated and all-around progresshas been made in efforts to ensure the revolutionary nature of thearmed forces and that they are modern and follow standardprocedures in all operations. Military preparedness has beenenhanced. The armed forces have greatly enhanced their capabilityof carrying out their historic mission in this new stage in the newcentury, and they have accomplished a host of urgent, difficult,dangerous and arduous tasks.

Work related to Hong Kong, Macao and Taiwanaffairs has been further strengthened. Hong Kong and Macao haveremained prosperous and stable, and their exchanges and cooperationwith the mainland have reached a new stage. We have achieved amajor transition in the relations between the two sides of theTaiwan Straits, with direct and two-way links of mail service,transport and trade fully established, and the Economic CooperationFramework Agreement between them has been signed forimplementation. All this has promoted extensive mutual contacts andushered in a new stage of peaceful growth of cross-Straitsrelations.

New progress has been made in China's diplomacy.We have staunchly protected China's interests and the legitimaterights and interests of Chinese nationals and legal personsoverseas. We have increased exchanges and cooperation with othercountries. We have promoted reform in global governance, enhancedworld peace and development, secured more representation and agreater say for China in international affairs, and createdfavorable international conditions for China's reform anddevelopment.

All-around progress has been made in Partybuilding. Further progress has been registered in strengthening theParty's governance capacity and its advanced nature. Notableresults have been achieved in strengthening the Partytheoretically. Significant achievements have been made in studyingand applying the Scientific Outlook on Development. Major progresshas been made in conducting reform and innovation in Partybuilding. Intra-Party democracy has been further expanded. Majorprogress has also been made in strengthening the ranks of Partyofficials; and new progress has been registered in managingqualified professionals. We have intensified activities toencourage Party members and organizations to excel in their workand to build learning Party organizations. Community-level Partyorganizations have been strengthened. New progress has been made inimproving Party conduct, promoting integrity and combatingcorruption.

On the other hand, we must be keenly aware thatthere is still much room for improvement in our work and there area lot of difficulties and problems on our road ahead. They includethe following: Unbalanced, uncoordinated and unsustainabledevelopment remains a big problem. The capacity for scientific andtechnological innovation is weak. The industrial structure isunbalanced. Agricultural infrastructure remains weak. Resource andenvironmental constraints have become more serious. Many systemicbarriers stand in the way of promoting development in a scientificway. The tasks of deepening reform and opening up and changing thegrowth model remain arduous. The development gap between urban andrural areas and between regions is still large, and so are incomedisparities. Social problems have increased markedly. There aremany problems affecting people's immediate interests in education,employment, social security, healthcare, housing, the ecologicalenvironment, food and drug safety, workplace safety, publicsecurity, law enforcement, administration of justice, etc. Somepeople still lead hard lives. There is a lack of ethics andintegrity in some fields of endeavor. Some officials are notcompetent to pursue development in a scientific way. Somecommunity-level Party organizations are weak and lax. A smallnumber of Party members and officials waver in the Party's idealand conviction and are not fully aware of its purpose. Goingthrough formalities and bureaucratism as well as extravagance andwaste are serious problems. Some sectors are prone to corruptionand other misconduct, and the fight against corruption remains aserious challenge for us. We must take these difficulties andproblems very seriously and work harder to resolve them.

Our work in the past five years is an importantpart of our endeavor to build a moderately prosperous society inall respects in the past ten years since the Sixteenth NationalCongress of the Party.

During these ten years, we have seized and madethe most of the important period of strategic opportunities forChina's development, successfully met major challenges and broughtsocialism with Chinese characteristics to a new stage ofdevelopment. Facing a volatile global environment and fiercecompetition in overall national strength unseen before in this newstage in the new century, we have deepened reform and opening upand accelerated development. We took China's accession to the WorldTrade Organization as an opportunity to turn pressure intomotivation and turn challenges into opportunities, and we haveforged ahead in building a moderately prosperous society in allrespects. While we were on the way, we overcame the unexpectedoutbreak of the severe acute respiratory syndrome (SARS). On thebasis of reviewing China's development practices, we gained a goodunderstanding of the essential features of its development in thecurrent stage, set forth in a timely way major strategic thinkingincluding the Scientific Outlook on Development, and have fullyapplied it, and thus greatly expanded the space for economic andsocial development. After 2008, the global financial crisis causedacute difficulties to China's development. By making resolutedecisions and taking major countermeasures on the basis of sizingup the overall development in a scientific way, we made China'seconomy the first in the world to make a turnaround, and we havegained important experience in effectively defusing externaleconomic risks and maintaining steady and robust growth. Wesuccessfully hosted the Games of the XXIX Olympiad and the XIIIParalympic Games in Beijing and the World Expo in Shanghai. We wongreat victories in responding to the massive Wenchuan earthquake inSichuan Province and other natural disasters and in post-disasterrecovery and reconstruction and settled major emergencies. Bracingourselves against complex domestic and international developments,our Party and people have stood severe tests, consolidated anddeveloped the cause of reform and opening up and socialistmodernization, and raised China's international standing. All thisshows the superiority and vitality of socialism with Chinesecharacteristics and has enhanced the pride and cohesiveness of theChinese people and nation.

Over the past ten years, we have achieved newhistoric successes and laid a solid foundation for completing thebuilding of a moderately prosperous society in all respects.China's economy has risen from the sixth to the second place in theworld. The country has undergone new historic changes: Itsproductive forces and economic, scientific and technologicalstrength have increased considerably, the people's livingstandards, individual income and social security have improvedsignificantly, and its overall national strength and internationalcompetitiveness and influence have been enhanced substantially.During this period, China has seen continuous economic development,steady improvement in democracy, and increasing cultural prosperityand social stability, and we have worked hard to ensure and improvethe people's wellbeing and brought them more benefits than everbefore. And all this is widely recognized. These historic successesare attributable to the correct guidance of the Party's basictheory, line, program and experience; they have been achieved onthe firm foundation laid since the founding of New China in 1949and particularly since the adoption of the policy of reform andopening up in 1978; and they are the fruits of the united effortsof the whole Party and the people of all ethnic groups inChina.

Here, on behalf of the Central Committee of theCommunist Party of China, I wish to express our heartfelt thanks tothe people of all ethnic groups in China, to the democraticparties, people's organizations and patriots from all walks oflife, to our compatriots in the Hong Kong Special AdministrativeRegion, the Macao Special Administrative Region and Taiwan as wellas overseas Chinese, and to our foreign friends who view favorablyand support China's modernization drive.

The most important achievement in our endeavors inthe past ten years is that we have formed the Scientific Outlook onDevelopment and put it into practice by following the guidance ofMarxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory and theimportant thought of Three Represents and by making courageoustheoretical innovations on the basis of practices and developingclosely interconnected new ideas and viewpoints on upholding andbuilding socialism with Chinese characteristics. The ScientificOutlook on Development was created by integrating Marxism with thereality of contemporary China and with the underlying features ofour times, and it fully embodies the Marxist worldview on andmethodology for development. This theory provides new scientificanswers to the major questions of what kind of development Chinashould achieve in a new environment and how the country shouldachieve it. It represents a new level of our understanding of thelaws of socialism with Chinese characteristics and reaches a newrealm in the development of Marxism in contemporary China. TheScientific Outlook on Development is the latest achievement indeveloping the system of theories of socialism with Chinesecharacteristics, and it is the crystallization of the collectivewisdom of the Communist Party of China and a powerful theoreticalweapon for guiding all the work of the Party and country. Togetherwith Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory andthe important thought of Three Represents, the Scientific Outlookon Development is the theoretical guidance the Party must adhere tofor a long time.

As we advance toward the future, thoroughlyapplying the Scientific Outlook on Development is of majorimmediate significance and far-reaching historical significance forupholding and developing socialism with Chinese characteristics. Wemust apply it throughout the course of modernization and to everyaspect of Party building.

The whole Party must more purposefully makepromoting economic and social development the top priority inapplying the Scientific Outlook on Development. We must pursueeconomic development as the central task and concentrate on it withevery determination. We should master the laws of development,develop new thinking on development and solve problems hinderingdevelopment. We must implement the strategies for making Chinastrong by developing science and education and training competentpersonnel and the strategy for pursuing sustainable development. Wemust step up efforts to create development models as well asinstitutions and mechanisms that facilitate development in ascientific way. We must continue to release and develop theproductive forces and promote scientific, harmonious and peacefuldevelopment so as to lay a solid foundation for upholding anddeveloping socialism with Chinese characteristics.

The whole Party must more purposefully takeputting people first as the core requirement for thoroughlyapplying the Scientific Outlook on Development. We must always makerealizing, safeguarding and developing the fundamental interests ofthe overwhelming majority of the people the starting point and goalof all the work of the Party and country. We must respect thepeople's creativity, protect their rights and interests, and makecontinued progress in enabling the people to share in the fruits ofdevelopment and in promoting well-rounded development of theperson.

The whole Party must more purposefully makepursuing comprehensive, balanced and sustainable development thebasic requirement for applying the Scientific Outlook onDevelopment. We must fully implement the overall plan for promotingeconomic, political, cultural, social, and ecological progress,ensure coordinated progress in all areas of endeavors in themodernization drive, balance the relations of production with theproductive forces as well as the superstructure with the economicbase, and continue to expand the path of development that leads toincreased production, prosperity and a good ecosystem.

The whole Party must more purposefully take theholistic approach as the fundamental way of thoroughly applying theScientific Outlook on Development. We must base ourselves onreality in everything we do, gain a full understanding of the majorissues in the cause of socialism with Chinese characteristics andhandle them properly. We must take a holistic approach to our workrelating to reform, development and stability, to domestic andforeign affairs as well as national defense, and to running theParty, the country and the military. We must coordinate urban andrural development, development between regions, economic and socialdevelopment, relations between man and nature, and domesticdevelopment and opening to the outside world. We must balance theinterests of all parties and keep them fully motivated so that allpeople do their best, find their proper places in society and livein harmony.

Freeing up the mind, seeking truth from facts,keeping up with the times and being realistic and pragmatic - theseare the salient features of the Scientific Outlook on Development.There is no end to practice, to seeking truth, or to makingtheoretical innovations. The whole Party must boldly engage inpractice and make changes and innovations. We must respond to thecall of the times, follow the aspirations of the people and exploreand master the laws of socialism with Chinese characteristics. Wemust ensure that the Party is always full of vigor and that Chinaalways has the driving force for development. By doing so, we willopen up a bright future for developing socialism with Chinesecharacteristics through the creative practices of the Party and thepeople.

II. Achieving New Victory for Socialism withChinese Characteristics

Looking back at China's eventful modern historyand looking to the promising future of the Chinese nation, we havedrawn this definite conclusion: We must unswervingly follow thepath of socialism with Chinese characteristics in order to completethe building of a moderately prosperous society in all respects,accelerate socialist modernization, and achieve the great renewalof the Chinese nation.

The issue of what path we take is of vitalimportance for the survival of the Party, the future of China, thedestiny of the Chinese nation, and the wellbeing of the people.Exploring a path to national renewal in China that was economicallyand culturally backward is an extremely arduous task. Over the past90-plus years, relying firmly on the people and adapting the basictenets of Marxism to China's conditions and the underlying trend ofthe times, our Party has pursued its own course independently. Ithas, enduring untold hardships and sufferings and paying variouscosts, achieved great success in revolution, development andreform, and created and developed socialism with Chinesecharacteristics, thus fundamentally changing the future and destinyof the Chinese people and nation.

The Party's first generation of central collectiveleadership with Comrade Mao Zedong at the core led the whole Partyand the people of all ethnic groups in China in completing thenew-democratic revolution, carrying out socialist transformationand establishing the basic system of socialism, therebyaccomplishing the most profound and the greatest socialtransformation in China's history. This created the fundamentalpolitical prerequisite and systemic foundation for development andprogress in contemporary China. In the course of socialistdevelopment, the Party developed distinctively creative theoriesand made tremendous successes despite serious setbacks it wentthrough, thus providing invaluable experience as well as thetheoretical and material basis for launching the great initiativeof building socialism with Chinese characteristics in the newhistorical period.

The Party's second generation of centralcollective leadership with Comrade Deng Xiaoping at the core ledthe whole Party and the people of all ethnic groups in China inconducting a thorough review of China's experiences in buildingsocialism, both positive and negative. On this basis and drawing onthe experience of world socialism, they made the historic decisionto shift the focus of the Party and country's work to economicdevelopment and to pursue the policy of reform and opening up. Theygained a keen appreciation of the underlying goal of socialism andestablished the Party's basic line for the primary stage ofsocialism. They called for taking our own road and buildingsocialism with Chinese characteristics and provided scientificanswers to basic questions in this regard. On this basis, the greatinitiative of building socialism with Chinese characteristics wassuccessfully launched.

The Party's third generation of central collectiveleadership with Comrade Jiang Zemin at the core led the whole Partyand the people of all ethnic groups in China in adhering to theParty's basic theory and line. Standing the severe tests posed bycomplex domestic and international developments and major setbacksin world socialism, they upheld socialism with Chinesecharacteristics. Based on China's new realities, they reaffirmedthe Party's basic program and its basic experience, set the goal ofreform and developed a basic framework for achieving this goal,namely, developing a socialist market economy. They reaffirmed thebasic economic system and the system of income distribution in theprimary stage of socialism, ushered in a new phase in carrying outall-around reform and opening up, and pressed ahead with the greatnew undertaking of Party building, thus advancing socialism withChinese characteristics into the 21st century.

In the new stage in the new century, the PartyCentral Committee has seized this important period of strategicopportunities and promoted innovation in practice, theory andinstitutional building in the course of building a moderatelyprosperous society in all respects. We have emphasized the need toput people first and to pursue comprehensive, balanced andsustainable development; we have called for building a harmonioussocialist society and speeding up ecological progress, and we haveadopted overall implementing steps for advancing the cause ofsocialism with Chinese characteristics. We have strived to ensureand improve the people's wellbeing, promoted social fairness andjustice, worked to build a harmonious world, and strengthened theParty's governance capacity and advanced nature. We have thusupheld and developed socialism with Chinese characteristics from anew historical starting point.

Throughout the past 30-plus years of continuousexploration for reform and opening up, we have held high the greatbanner of socialism with Chinese characteristics and rejected boththe old and rigid closed-door policy and any attempt to abandonsocialism and take an erroneous path. The path of socialism withChinese characteristics, the system of theories of socialism withChinese characteristics and the socialist system with Chinesecharacteristics are the fundamental accomplishments made by theParty and people in the course of arduous struggle over the past90-plus years. We must cherish these accomplishments, uphold themall the time and continue to enrich them.

Taking the path of socialism with Chinesecharacteristics means we must, under the leadership of theCommunist Party of China and basing ourselves on China's realities,take economic development as the central task and adhere to theFour Cardinal Principles and the policy of reform and opening up.It means we must release and develop the productive forces, developthe socialist market economy, socialist democracy, an advancedsocialist culture and a harmonious socialist society, and promotesocialist ecological progress. It also means we must promotewell-rounded development of the person, achieve prosperity for allover time, and make China a modern socialist country that isprosperous, strong, democratic, culturally advanced and harmonious.The system of theories of socialism with Chinese characteristics isa system of scientific theories that includes Deng Xiaoping Theory,the important thought of Three Represents and the ScientificOutlook on Development, and this system represents the Party'sadherence to and development of Marxism-Leninism and Mao ZedongThought. The socialist system with Chinese characteristics includesthe following: the fundamental political system - the system ofpeople's congresses; the basic political systems - the system ofmultiparty cooperation and political consultation under theleadership of the Communist Party of China, the system of regionalethnic autonomy, and the system of community-level self-governance;the socialist system of laws with Chinese characteristics; thebasic economic system in which public ownership is the mainstay andeconomic entities of diverse ownership develop together; and thespecific economic, political, cultural, and social institutionsbased on these systems. The path of socialism with Chinesecharacteristics is the way to reach the goal, the system oftheories of socialism with Chinese characteristics offers a guideto action, and the socialist system with Chinese characteristicsprovides the fundamental guarantee. The three function as anintegral whole in the great practice of building socialism withChinese characteristics, and this is the salient feature of thelong-term endeavors of the Communist Party of China leading thepeople in building socialism.

In building socialism with Chinesecharacteristics, we base ourselves on the basic reality that Chinais in the primary stage of socialism. Our overall approach is topromote economic, political, cultural, social, and ecologicalprogress, and our general task is to achieve socialistmodernization and the great renewal of the Chinese nation.Socialism with Chinese characteristics both upholds the basicprinciples of scientific socialism and has distinctive Chinesefeatures that reflect contemporary conditions. It offers from newperspectives a deeper understanding of the laws of governance bythe Communist Party, laws of building socialism, and laws of thedevelopment of human society. By integrating theory with practice,it has systematically addressed the fundamental questions of whatkind of socialism we should build and how we should build it inChina, a big country in the East with a huge population and a weakeconomy to start with. Socialism with Chinese characteristics hasbrought about fast development and rising living standards inChina. This fully shows that socialism with Chinese characteristicsis what we must pursue if we are to achieve development and makeprogress in contemporary China and that only socialism with Chinesecharacteristics can enable China to develop itself.

Developing socialism with Chinese characteristicsis a long-term arduous task of historic importance, and we must beprepared to carry out a great struggle with many new historicalfeatures. We must unswervingly adhere to socialism with Chinesecharacteristics, develop it as required by the times, constantlyenrich it in both practice and theory and enhance its distinctivenational features in keeping up with the times.

To achieve new victory for socialism with Chinesecharacteristics under new historical conditions, we must have afirm grasp of the following basic requirements and make them sharedconvictions of the whole Party and the people of all ethnic groupsin China.

- We must maintain the people's principal positionin the country. Socialism with Chinese characteristics is a causefor the people in their hundreds of millions. We should ensure thatthe people are the masters of the country and we should uphold therule of law as a fundamental principle by which the Party leads thepeople in running the country. We should mobilize and organize asmany people as possible to manage state and social affairs as wellas the economy and cultural programs in accordance with the law andto devote themselves to socialist modernization, and we shouldbetter protect the people's rights and interests and ensure thatthe people determine their own destiny.

- We must continue to release and develop theproductive forces. This is the fundamental task of socialism withChinese characteristics. We should take economic development as thecentral task and pursuing development in a scientific way as theunderlying guideline, advance in an all-around way economic,political, cultural, social, and ecological progress and achieve ina scientific way development that puts people first and iscomprehensive, balanced and sustainable.

- We must persevere in reform and opening up.Reform and opening up are crucial to adhering to and developingsocialism with Chinese characteristics. We should always apply thespirit of reform and innovation to all aspects of governance, keepimproving the socialist market economy, adhere to the basic statepolicy of opening to the outside world, continue to makeinnovations in theory, in institutions, in science and technology,in culture and in other fields, and continuously promote theself-improvement and self-development of China's socialistsystem.

- We must safeguard social fairness and justice.Fairness and justice are inherent requirements of socialism withChinese characteristics. We must, relying on the concerted effortsof all the Chinese people and based on economic and socialdevelopment, step up efforts to develop institutions that are vitalto ensuring social fairness and justice; establish in due course asystem for guaranteeing fairness in society featuring, among otherthings, equal rights, equal opportunities and fair rules for all;and foster a fair social environment and ensure people's equalright to participation in governance and to development.

- We must strive for common prosperity. This isthe fundamental principle of socialism with Chinesecharacteristics. We should adhere to the basic socialist economicsystem and the socialist income distribution system. We shouldadjust the pattern of national income distribution, tighten itsregulation by secondary distribution and work hard to narrow incomegaps so that all the people can share in more fruits of developmentin a fair way and move steadily toward commonprosperity.

- We must promote social harmony. Social harmonyis an inherent attribute of socialism with Chinese characteristics.We should give higher priority to ensuring and improving thepeople's wellbeing, strengthen and conduct social management in aninnovative way, strike a balance between reform, development andstability, rally all the forces that can be rallied, maximizefactors conducive to harmony and increase the creative vitality ofsociety. We should ensure that the people live and work incontentment, society is stable and orderly, and the country enjoysenduring peace and stability.

- We must pursue peaceful development. Peacefuldevelopment is the sure choice of socialism with Chinesecharacteristics. We should pursue development through opening upand cooperation to benefit all. We should develop ourselves bysecuring a peaceful international environment and uphold andpromote world peace through our own development. We should expandcommon interests with all others and work to build a harmoniousworld of enduring peace and common prosperity.

- We must uphold the leadership of the Party. TheCommunist Party of China is the leadership core of the cause ofsocialism with Chinese characteristics. We should uphold theprinciple that the Party was founded for the public good and thatit exercises state power for the people, enhance and improve theParty's leadership and ensure that the Party plays its role as theleadership core in exercising overall leadership and coordinatingthe efforts of all. We should maintain the Party's advanced natureand purity, strengthen its creativity, cohesiveness and capabilityand enhance its capacity to govern in a scientific and democraticway and in accordance with the law.

We must be soberly aware that China is still inthe primary stage of socialism and will long remain so. This basiccondition of China has not changed; nor has the principal problemin our society, that is, how we can meet the ever-growing materialand cultural needs of the people with backward social production;nor has China's international position as the largest developingcountry in the world. We must bear in mind under any circumstancesthe paramount reality that China remains in the primary stage ofsocialism and will long remain so and base ourselves on thisreality in pursuing all of our endeavors of reform and development.The Party's basic line is the lifeblood of the Party and country.We must adhere to the central task - economic development - and thetwo basic points - the Four Cardinal Principles and the policy ofreform and opening up - in our great endeavor to develop socialismwith Chinese characteristics. We should neither look down uponourselves nor be arrogant. We must take solid steps to achieve newvictory for socialism with Chinese characteristics.

As long as we remain true to our ideal, are firmin our conviction, never vacillate in or relax our efforts or actrecklessly, and forge ahead with tenacity and resolve, we willsurely complete the building of a moderately prosperous society inall respects when the Communist Party of China celebrates itscentenary and turn China into a modern socialist country that isprosperous, strong, democratic, culturally advanced and harmoniouswhen the People's Republic of China marks its centennial. The wholeParty should have every confidence in our path, in our theories andin our system.

III. The Goal of Completing the Building of aModerately Prosperous Society in All Respects and Deepening Reformand Opening Up in an All-Around Way

An examination of both the current internationaland domestic environments shows that China remains in an importantperiod of strategic opportunities for its development, a period inwhich much can be achieved. We need to have a correct understandingof the changing nature and conditions of this period, seize allopportunities, respond with cool-headedness to challenges, and gaininitiative and advantages to win the future and attain the goal ofcompleting the building of a moderately prosperous society in allrespects by 2020.

Basing ourselves on China's actual economic andsocial development, we must work hard to meet the following newrequirements while working to fulfill the goal of building amoderately prosperous society in all respects set forth at theSixteenth and Seventeenth National Congresses of theParty.

- The economy should maintain sustained and sounddevelopment. Major progress should be made in changing the growthmodel. On the basis of making China's development much morebalanced, coordinated and sustainable, we should double its 2010GDP and per capita income for both urban and rural residents. Thecontribution of scientific and technological progress to economicgrowth should increase considerably and China should become aninnovative country. Industrialization should be basicallyaccomplished. IT application should be significantly expanded. Thequality of urbanization should improve markedly. Notable progressshould be made in modernizing agriculture and building newsocialist rural areas. The basic mechanism for promoting balanceddevelopment between regions should be in place. Opening up shouldbe further improved and China's international competitivenessshould increase significantly.

- People's democracy should be expanded. Theinstitutions of democracy should be improved and its formsenriched. People's enthusiasm, initiative and creativity should befully leveraged. The rule of law should be fully implemented as abasic strategy, a law-based government should be basically infunction, judicial credibility should be steadily enhanced, andhuman rights should be fully respected and protected.

- The country's cultural soft power should beimproved significantly. Core socialist values should take rootamong the people, and both the level of civility of citizens andthe moral and ethical standards of the whole society should besignificantly raised. More cultural works should be created; asystem of public cultural services should be basically in place,and the cultural sector should become a pillar of the economy. Evengreater progress should be made in taking Chinese culture to theglobal stage. By taking these steps, we will lay a more solidfoundation for developing a strong socialist culture inChina.

- Living standards should be fully raised. Equalaccess to basic public services should be generally achieved. Theeducational level of the entire population should be significantlyraised and training of innovative professionals markedly improved.China should have a large pool of competent professionals and berich in human resources, and it should basically modernize itseducation. There should be more employment opportunities. Incomegaps should be narrowed, middle-income groups should keep growing,and the number of people living below the poverty line should dropby a large margin. Social security should cover all the people.Everyone should have access to basic medical and public healthservices. The system of housing for low-income groups should takeshape, and there should be social harmony and stability.

- Major progress should be made in building aresource-conserving and environmentally friendly society. Theestablishment of functional zones should be basically completed,and a system for recycling resources should begin to take shape.Energy consumption and carbon dioxide emissions per unit of GDP aswell as the discharge of major pollutants should decrease sharply.Forest coverage should increase, the ecosystem should become morestable, and the living environment should improvemarkedly.

To complete the building of a moderatelyprosperous society in all respects, we must, with greater politicalcourage and vision, lose no time in deepening reform in key sectorsand resolutely discard all notions and systems that hinder effortsto pursue development in a scientific way. We should set up awell-developed, scientific, procedure-based and effective frameworkof systems and ensure that operating institutions in all sectorsare fully functioning. We should speed up improvements to thesocialist market economy. We should improve the basic economicsystem in which public ownership is the mainstay of the economy andeconomic entities of diverse ownership develop together, and weshould improve the system of income distribution in whichdistribution according to work is the main form that coexists withother forms of distribution. We should leverage to a greater extentand in a wider scope the basic role of the market in allocatingresources, improve the system of macro-regulation, and perfect theopen economy to ensure more efficient, equitable and sustainableeconomic development. We should work harder to enhance socialistdemocracy in a systemic way by adopting due standards andprocedures, expand people's orderly participation in governance atall levels and in all fields, and ensure that all governancefunctions are performed in accordance with the law. We shouldaccelerate improvement of the system for managing the culturalsector and the mechanism for cultural production and operation,establish the basic framework of a modern cultural market system,improve the system for managing state-owned cultural assets, andfoster a cultural environment that encourages creativity. We shouldstep up efforts to form a scientific and effective socialmanagement system, improve the social security system, andstrengthen networks of community-level public services and socialmanagement. We should establish institutions and mechanisms toensure that society is full of vigor, harmonious and orderly. Weshould move faster to set up a system for ecological progress,improve institutions and mechanisms for developing geographicalspace, conserving resources and protecting the ecologicalenvironment and promote modernization featuring harmoniousdevelopment between man and nature.

Completing the building of a moderately prosperoussociety in all respects by 2020 is an arduous task, and all thecomrades in the Party must work single-mindedly and with fortitudeto reach this goal. The state should give more support to ruralareas and the central and western regions to accelerate theirreform and opening up, strengthen their capacity for developmentand raise their living standards. We should encourage areas withgood conditions to keep taking the lead in pursuing modernizationand to make greater contribution to nationwide reform anddevelopment.

IV. Accelerating the Improvement of the SocialistMarket Economy and the Change of the Growth Model

Taking economic development as the central task isvital to national renewal, and development still holds the key toaddressing all the problems we have in China. Only by promotingsustained and sound economic development can we lay a solidmaterial foundation for enhancing the country's prosperity andstrength, improving the people's wellbeing and ensuring socialharmony and stability. We must unwaveringly adhere to the strategicthinking that only development counts.

In contemporary China, pursuing development in ascientific way best embodies the thinking that only developmentcounts. Taking the pursuit of development in a scientific way asthe underlying guideline and accelerating the change of the growthmodel as a major task is a strategic choice we have made forpromoting China's overall development. In response to changes inboth domestic and international economic developments, we shouldspeed up the creation of a new growth model and ensure thatdevelopment is based on improved quality and performance. We shouldfire all types of market participants with new vigor fordevelopment, increase motivation for pursuing innovation-drivendevelopment, establish a new system for developing modernindustries, and create new favorable conditions for developing theopen economy. This will make economic development driven more bydomestic demand, especially consumer demand, by a modern serviceindustry and strategic emerging industries, by scientific andtechnological progress, by a workforce of higher quality andinnovation in management, by resource conservation and a circulareconomy, and by coordinated and mutually reinforcing urban-ruraldevelopment and development between regions. Taking these stepswill enable us to sustain long-term development.

We should keep to the Chinese-style path ofcarrying out industrialization in a new way and advancing ITapplication, urbanization and agricultural modernization. We shouldpromote integration of IT application and industrialization,interaction between industrialization and urbanization, andcoordination between urbanization and agricultural modernization,thus promoting harmonized development of industrialization, ITapplication, urbanization and agriculturalmodernization.

1. Deepen economic structural reform across theboard

Deepening reform is crucial for accelerating thechange of the growth model. The underlying issue we face ineconomic structural reform is how to strike a balance between therole of the government and that of the market, and we should followmore closely the rules of the market and better play the role ofthe government. We should unwaveringly consolidate and develop thepublic sector of the economy; allow public ownership to takediverse forms; deepen reform of state-owned enterprises; improvethe mechanisms for managing all types of state assets; and investmore of state capital in major industries and key fields thatcomprise the lifeline of the economy and are vital to nationalsecurity. We should thus steadily enhance the vitality of thestate-owned sector of the economy and its capacity to leverage andinfluence the economy. At the same time, we must unswervinglyencourage, support and guide the development of the non-publicsector, and ensure that economic entities under all forms ofownership have equal access to factors of production in accordancewith the law, compete on a level playing field and are protected bythe law as equals. We should improve the modern market system andstrengthen institutional procedures for setting macro-regulationtargets and employing policy tools. We should accelerate the reformof the fiscal and taxation systems and ensure that the central andlocal governments have sufficient financial resources to exercisetheir respective powers and fulfill their respectiveresponsibilities. We should improve the public finance system toensure equal access to basic public services and promote thebuilding of functional zones. We should also institute local taxsystems and improve the structure of the taxation system to promotesocial fairness. We should establish a mechanism for equitablesharing of proceeds from public resource transfers. We shoulddeepen reform of the financial system and improve the modernfinancial system so that it will better contribute to macroeconomicstability and support development of the real economy. We shouldaccelerate development of a multilevel capital market, take steadysteps to make interest rates and the RMB exchange rate moremarket-based, and promote the RMB's convertibility under capitalaccounts in due course. We should speed up the development ofprivate financial institutions. We should improve financialsupervision and oversight, promote financial innovations, improvethe competitiveness of banking, securities, insurance and othersectors, and ensure financial stability.

2. Implement the strategy of innovation-drivendevelopment

Scientific and technological innovation providesstrategic support for raising the productive forces and boostingthe overall national strength, and we must give it top priority inoverall national development. We should follow a path of makinginnovation with Chinese features and take steps to promoteinnovation to catch up with global advances. We should increase ourcapacity for making original innovation and integrated innovationand for making further innovation on the basis of absorbingadvances in overseas science and technology, and place greateremphasis on making innovation through collaboration. We shoulddeepen reform of the system for managing science and technology,promote close integration of science and technology with economicdevelopment, and speed up the development of the nationalinnovation system. We should establish a system of technologicalinnovation in which enterprises play the leading role, the marketpoints the way, and enterprises, universities and researchinstitutes work together. We should improve the knowledge-basedinnovation system, and strengthen basic research, research infrontier technologies, and public benefit-oriented research anddevelopment; and we should improve research and our capacity forapplying research results to production to ensure that we canobtain the leading strategic position in research and development.We should launch important national science and technology projectsto remove major technological bottlenecks. We should speed up theresearch, development and application of new technologies, productsand production processes, strengthen innovation in integration oftechnologies and develop new business models. We should improvestandards for evaluating scientific and technological innovationsand mechanisms for rewarding such innovations and applying them toproduction. We should implement the strategy concerningintellectual property rights and strengthen their protection. Weshould efficiently allocate and fully integrate innovationresources, and ensure that the wisdom and strength of the wholesociety are directed toward promoting innovation-drivendevelopment.

3. Carry out strategic adjustment of the economicstructure

This is the major goal of accelerating the changeof the growth model. We must strive to remove major structuralbarriers to sustained and sound economic development, with a focuson improving the demand mix and the industrial structure, promotingbalanced development between regions and advancing urbanization. Weshould firmly maintain the strategic focus of boosting domesticdemand, speed up the establishment of a long-term mechanism forincreasing consumer demand, unleash the potential of individualconsumption, increase investment at a proper pace, and expand thedomestic market. We should focus on developing the real economy asa firm foundation of the economy. We should adopt policies andmeasures to better facilitate the development of the real economy.We should make the economy more demand-driven, promote the soundgrowth of strategic emerging industries and advanced manufacturingindustries, speed up the transformation and upgrading oftraditional industries, develop and expand the service sector,especially modern service industries, and make the geographical andstructural layout of the development of infrastructure and basicindustries more balanced. We should develop next-generationinformation infrastructure and modern IT industry, better ensureinformation security, and promote the application of informationnetwork technologies. We should enhance the core competitiveness oflarge and medium-sized enterprises and support development of smalland micro businesses, especially small and micro science andtechnology companies. We should continue to implement the masterstrategy for regional development and fully leverage thecomparative advantages of different regions. We should give highpriority to large-scale development of the western region, fullyrevitalize old industrial bases in northeast China, work vigorouslyto promote the rise of the central region, and support the easternregion in taking the lead in development. We should increasesupport for old revolutionary base areas, ethnic minority areas,border areas and poor areas through pairing assistance and othermeans. We should make scientific plans for the scale and layout ofurban agglomerations; and we should make small and medium-sizedcities and small towns better able to develop industries, providepublic services, create jobs, and attract population. We shouldaccelerate reform of the household registration system, conductregistration of rural migrant workers as permanent urban residentsin an orderly way, and endeavor to ensure that all permanent urbanresidents have access to basic urban public services.

4. Integrate urban and ruraldevelopment

Resolving issues relating to agriculture, ruralareas and farmers is the number one priority in the Party's work,and integrating urban and rural development provides thefundamental solution to these issues. We should better balanceurban and rural development, boost rural development, work tonarrow the gap between urban and rural areas, and promote theircommon prosperity. We should continue to encourage industry tosupport agriculture in return for agriculture's earliercontribution to its development and encourage cities to supportrural areas. We should give more to farmers, take less from themand lift restrictions over their economic activities. We shouldincrease policy support to boost agriculture, benefit farmers andincrease rural prosperity, and encourage the rural population toparticipate in modernization on an equal footing and share in itsfruits. We should speed up the development of modern agriculture,raise the overall production capacity of agriculture, and ensurefood security and effective supply of major agricultural productsin China. We should give high priority to rural areas in developinginfrastructure and social programs in the country. We should workharder to build new rural areas, carry out programs of povertyalleviation through development and fully improve rural working andliving conditions. We should ensure sustained and fast growth ofrural income. We should uphold and improve the basic system forrural operations and protect in accordance with the law farmers'rights to farm the land they have contracted, to use the land onwhich their houses sit, and to share in the proceeds from ruralcollective operations. We should strengthen the collective economy,develop specialized cooperatives and joint stock partnerships forfarmers, foster new types of agricultural business entities, anddevelop large-scale agricultural operations in diverse forms. Weshould establish a new type of system for intensive agriculturaloperations that are specialized, well organized and commercialized.We should reform the land expropriation system and increase theshare of gain in land value to farmers. We should speed upimprovements to institutions and mechanisms for promotingintegrated urban and rural development, with a focus on integratingurban and rural planning, infrastructure and public services. Weshould ensure equal exchange of factors of production between urbanand rural areas and balance allocation of public resources betweenthem. What we aim to achieve is a new type of relations betweenindustry and agriculture and between urban and rural areas in whichindustry promotes agriculture, urban areas support ruraldevelopment, agriculture and industry benefit each other, and thereis integrated urban and rural development.

5. Promote all-around improvements to China's openeconomy

In response to new developments in economicglobalization, we must implement a more proactive opening upstrategy and improve the open economy so that it promotes mutualbenefit and is diversified, balanced, secure and efficient. Weshould move faster to change the way the external-oriented economygrows, and make China's open economy become better structured,expand in scope and yield greater returns. We should makeinnovations in the mode of opening up; encourage coastal, inlandand border areas to draw on each other's strengths in opening up;develop open areas that take the lead in global economiccooperation and competition; and form leading areas of opening upthat drive regional development. We should continue to attach equalimportance to export and import, better coordinate trade andindustrial policies, and make China's exports more competitive interms of technology, brand, quality and service. We shouldtransform and upgrade processing trade, develop service trade, andpromote balanced development of foreign trade. We should make fulluse of our overall advantageous position in utilizing foreigncapital and make better use of such investment. We should step upefforts to attract investment, technology and high-caliberprofessionals from overseas. Chinese companies should expandoverseas presence at a faster pace, enhance their operation in aninternational environment, and develop a number of world-classmultinational corporations. We should make overall planning forbilateral, multilateral, regional and sub-regional opening up andcooperation, accelerate implementation of the strategy of buildingfree trade areas, and promote infrastructure connectivity with ourneighboring countries. We should become better able to defuseinternational economic risks.

We must have firm confidence in winning the toughbattle of deepening reform of the economic structure across theboard and of accelerating the change of the growth model so as toincrease the vitality and competitiveness of China'seconomy.

V. Keeping to the Socialist Path of MakingPolitical Advance with Chinese Characteristics and Promoting Reformof the Political Structure

People's democracy is a brilliant banner that hasalways been held high by our Party. Since the policy of reform andopening up was introduced, we have reviewed our experience, bothpositive and negative, in developing socialist democracy andreaffirmed that people's democracy is the life of socialism. Wehave ensured that all power of the state belongs to the people andworked to steadily promote reform of the political structure. As aresult, we have made major progress in developing socialistdemocracy and opened up and kept to the socialist path of makingpolitical advance with Chinese characteristics, thus charting thecorrect course for achieving the most extensive possible people'sdemocracy in China.

The reform of the political structure is animportant part of China's overall reform. We must continue to makeboth active and prudent efforts to carry out the reform of thepolitical structure, and make people's democracy more extensive,fuller in scope and sounder in practice. We must ensure the unityof the leadership of the Party, the position of the people asmasters of the country and law-based governance. To guarantee thefundamental position of the people as masters of the country and toreach the goal of enhancing the vitality of the Party and countryand keeping the people fully motivated, we should expand socialistdemocracy, accelerate the building of a socialist country based onthe rule of law, and promote socialist political progress. Weshould place greater emphasis on improving the way the Partyexercises leadership and governance to ensure that it leads thepeople in effectively governing the country. We should attachgreater importance to improving the system of democracy anddiversifying the forms of democracy to ensure that the peopleconduct democratic elections, decision-making, administration andoversight in accordance with the law. We should give greater scopeto the important role the rule of law plays in the country'sgovernance and in social management, uphold the unity, sanctity andauthority of the country's legal system and ensure that the peopleenjoy extensive rights and freedoms as prescribed by law. We shouldplace high importance on systemic building, give full play to thestrength of the socialist political system and draw on thepolitical achievements of other societies. However, we will nevercopy a Western political system.

1. Support and ensure the exercise of state powerby the people through people's congresses

The system of people's congresses is China'sfundamental political system for guaranteeing that the peopledecide their own destiny. We should make good use of legalprocedures to turn the Party's propositions into the will of thestate. We should support people's congresses and their standingcommittees in fully playing their role as organs of state power, inexercising legislative, oversight, policymaking, and personnelappointment and dismissal powers in accordance with the law, instrengthening organization and coordination of legislative work, instepping up their oversight of people's governments, courts andprocuratorates, and in tightening examination and oversight of allgovernment budgets and final accounts. The proportion ofcommunity-level deputies to people's congresses, particularly thoseelected from among workers, farmers and intellectuals on thefrontlines of various fields of endeavor should be raised, whilethat of deputies from among leading Party and government officialsshould be reduced. Deputy liaison offices should be established inpeople's congresses to improve the mechanism for deputies tomaintain contact with the people. The organizational system fororgans of state power should be improved. The age mix of themembers of the standing committees and special committees ofpeople's congresses should be improved and the areas of theirexpertise should be widened. The proportion of the full-timemembers of these committees should be raised. Deputies to people'scongresses and members of these committees should enhance theircapability to perform their duties pursuant to law.

2. Improve the system of socialist consultativedemocracy

Socialist consultative democracy is an importantform of people's democracy in our country. We should improve itsinstitutions and work mechanisms and promote its extensive,multilevel, and institutionalized development. Extensiveconsultations should be carried out on major issues relating toeconomic and social development as well as specific problemsinvolving the people's immediate interests through organs of statepower, committees of the Chinese People's Political ConsultativeConference, political parties, people's organizations and otherchannels to solicit a wide range of opinions, pool wisdom of thepeople, increase consensus, and build up synergy. We should adhereto and improve the system of multiparty cooperation and politicalconsultation under the leadership of the Communist Party of Chinaand make the Chinese People's Political Consultative Conferenceserve as a major channel for conducting consultative democracy. TheChinese People's Political Consultative Conference should, focusingon the themes of unity and democracy, improve systems of politicalconsultation, democratic oversight, and participation in thedeliberation and administration of state affairs, and deliver abetter job in coordinating relations, pooling strength and makingproposals in the overall interests of the country. We shouldstrengthen political consultation with the democratic parties, makepolitical consultation a part of the policymaking process, conductconsultations before and when policy decisions are made, and makedemocratic consultation more effective. We should conduct intensiveconsultations on special issues with those who work on theseissues, with representatives from all sectors of society, and withrelevant government authorities on the handling of proposals. Weshould actively carry out democratic consultation at the communitylevel.

3. Improve community-level democracy

An important way for the people to directlyexercise their democratic rights in accordance with the law is forthem to conduct self-management, self-service, self-education, andself-oversight in exercising urban and rural community governance,in managing community-level public affairs and in running publicservice programs. We should improve the mechanism forcommunity-level self-governance under the leadership ofcommunity-level Party organizations to make it full of vitality. Weshould broaden the scope and channels of such self-governance andenrich its content and forms, with the focus on expanding orderlyparticipation, promoting transparency in information, improvingdeliberation and consultation on public affairs, and strengtheningoversight of the exercise of power, to ensure that the people havegreater and more tangible democratic rights. We should relywholeheartedly on the working class, improve the democraticmanagement system in enterprises and public institutions withworkers and employees' congress as its basic form, and protectworkers and employees' democratic rights to participate inmanagement and oversight. Community-level organizations of varioustypes should also get involved to integrate governmentadministration and community-level democracy.

4. Promote law-based governance of the country inan all-around way

The rule of law is the basic way for running thecountry. We should make laws in a scientific way, enforce themstrictly, administer justice impartially, and ensure that everyoneabides by the law. We must make sure that all are equal before thelaw and that laws are observed and strictly enforced andlawbreakers are prosecuted. We should improve the socialist systemof laws with Chinese characteristics, strengthen legislation in keyareas, and expand channels for people's orderly participation inthe legislative process. We should exercise governmentadministration in accordance with the law and ensure that lawenforcement is conducted in a strict, fair, and civilized wayaccording to due procedures. We should continue to deepen reform ofthe judicial structure, uphold and improve the socialist judicialsystem with Chinese characteristics, and ensure that judicial andprocuratorial bodies independently and impartially exercise theirrespective powers pursuant to law. We should carry out intensivepublicity and education about the law, foster socialist spirit ofthe rule of law, and adopt the socialist concept of law-basedgovernance. We should enhance the whole society's awareness of theneed to study, respect, observe, and apply the law. We shouldensure that leading officials are guided by law in both thinkingand action in their effort to deepen reform, promote development,solve problems, and maintain stability. As the Constitution andlaws are adopted by the Party and the people under its leadership,the Party must act within the scope prescribed by the Constitutionand laws. No organization or individual has the privilege ofoverstepping the Constitution and laws, and no one in a position ofpower is allowed in any way to take one's own words as the law,place one's own authority above the law or abuse thelaw.

5. Deepen reform of the administrativesystem

Reform of the administrative system is a necessaryrequirement for making the superstructure compatible with theeconomic base. To reach the goal of establishing a socialistadministrative system with Chinese characteristics, we shouldseparate government administration from the management ofenterprises, state assets, public institutions, and socialorganizations, and build a well-structured, clean and efficientservice-oriented government that has scientifically definedfunctions and satisfies the people. We should deepen the reform ofthe system concerning matters subject to government examination andapproval, continue to streamline administration and delegate morepower to lower levels, and make the government better perform itsfunctions of creating a favorable environment for development,providing quality public services, and maintaining social fairnessand justice. We should steadily advance the reform to establishlarger government departments and improve division of functionsamong them. We should improve the structure of administrative setupand geographical administrative divisions, experiment with thereform to place counties and county-level cities directly under thejurisdiction of provincial governments where conditions permit, anddeepen reform of the administrative system at the town and townshiplevel. We should exercise government administration in aninnovative way, increase public trust in the government, andimprove its competence so as to make the governmentperformance-oriented. We should strictly control the size ofgovernment bodies, cut the numbers of their leading officials, andreduce their administrative costs. We should continue the reform ofpublic institutions based on the classification of their functions.We should improve the mechanism for coordinating structural reformsand conduct major reforms in a holistic way according to theoverall plan.

6. Improve the mechanism for conducting checks andoversight over the exercise of power

To ensure proper exercise of power, it isimportant to put power, Party and government operations andpersonnel management under institutional checks and uphold people'sright to stay informed about, participate in, express views on, andoversee Party and government operations. We should make sure thatdecision-making, executive and oversight powers check each otherand function in concert and that government bodies exercise theirpowers in accordance with statutory mandate and procedures. Weshould continue to conduct scientific, democratic, and law-basedpolicymaking, improve decision-making mechanisms and procedures,seek advice of think tanks, and establish sound mechanisms fordecision-making accountability and remedy. Whenever we make adecision involving the immediate interests of the people, we mustsolicit their views on it. We must not do anything that may harmthe interests of the people and must correct any action that causesdamage to their interests. We should make the exercise of powermore open and standardized, and increase transparency of Party,government and judicial operations and official operations in otherfields. We should improve the systems of inquiry, accountability,economic responsibility auditing, resignation and dismissal. Weshould tighten intra-Party, democratic and legal oversight as wellas oversight through public opinion to ensure that the peopleoversee the exercise of power and that power is exercised in atransparent manner.

7. Consolidate and develop the broadest possiblepatriotic united front

The united front is a powerful instrument forwinning new victory for socialism with Chinese characteristics bypooling the strength of all quarters and harmonizing relationsbetween political parties, ethnic groups, religions, social groupsand compatriots at home and overseas. We should hold high thebanner of patriotism and socialism, consolidate the theoretical andpolitical foundation of the united front, and strike a balancebetween commonality and diversity. Guided by the principle oflong-term coexistence, mutual oversight, treating each other withsincerity and sharing of both good and bad times, we shouldstrengthen unity and cooperation with the democratic parties andpublic figures without party affiliation, pursue the common goalwith unity in thought and action, strengthen the ranks of non-Partyrepresentative figures and select and recommend more outstandingindividuals with no Party affiliation for taking up leadingpositions in government bodies at all levels. We should fully andfaithfully implement the Party's policies concerning ethnic groupsand uphold and improve the system of regional ethnic autonomy. Weshould, keeping to the goal of all ethnic groups working togetherfor common prosperity and development, conduct intensive educationabout ethnic unity and progress, speed up development of ethnicminority areas, and protect the legitimate rights and interests ofethnic minorities. We should consolidate and develop socialistethnic relations of equality, unity, mutual assistance and harmonyso that all ethnic groups in China will live and develop togetherin harmony. We should comprehensively implement the Party's basicpolicy on religion and fully leverage the positive role ofreligious figures and believers in promoting economic and socialdevelopment. We should encourage and guide members of new socialgroups to contribute more to the cause of socialism with Chinesecharacteristics. We should continue to implement the Party's policyon overseas Chinese affairs and support overseas Chinese, returnedoverseas Chinese and their families in endorsing and participatingin China's modernization endeavors and its great cause of peacefulreunification.

The socialist path of making political advancewith Chinese characteristics is a correct path that rallies peoplein their hundreds of millions in pursuing a common cause. We mustadvance unwaveringly along this path to ensure that China'ssocialist democracy has ever greater vitality.

VI. Developing a Strong Socialist Culture inChina

Culture is the lifeblood of a nation, and it givesthe people a sense of belonging. To complete the building of amoderately prosperous society in all respects and achieve the greatrenewal of the Chinese nation, we must create a new surge inpromoting socialist culture and bring about its great developmentand enrichment, increase China's cultural soft power, and enableculture to guide social trends, educate the people, serve society,and boost development.

To develop a strong socialist culture in China, wemust take the socialist path of promoting cultural advance withChinese characteristics. We should adhere to the goal of servingthe people and socialism, the policy of having a hundred flowersbloom and a hundred schools of thought contend, and the principleof maintaining close contact with reality, life and the people. Weshould fully promote socialist cultural and ethical progress andmaterial progress, and develop a national, scientific, andpeople-oriented socialist culture that embraces modernization, theworld, and the future.

To develop a strong socialist culture in China, itis critical to inspire the cultural creativity of the whole nation.We should deepen reform of the cultural sector, release and developcultural productive forces, foster a democratic atmosphere in bothacademic research and artistic pursuit, create a vast culturalarena for the people and encourage the free flow of culturalinspiration from all sources. By doing so, we will open up a newhorizon in promoting China's cultural advance: The Chinese nation'scultural creativity will continuously burst forth; China's culturallife will flourish as never before; people's basic cultural rightsand interests will be better protected; the ethical and moralstandards as well as the scientific and cultural standards of thepeople will be fully raised, and the international influence ofChinese culture will steadily increase.

1. Strengthen core socialist values

Core socialist values are the soul of the Chinesenation and serve as the guide for building socialism with Chinesecharacteristics. We should carry out thorough study of andeducation in these values and use them to guide social trends ofthought and forge public consensus. We should continue to adaptMarxism to China's conditions in keeping up with the times andincrease its appeal to the people, work hard to equip the wholeParty with the system of theories of socialism with Chinesecharacteristics and educate the people in these theories. We shouldfurther implement the national project to study and develop Marxisttheory, build an innovation system in philosophy and the socialsciences, incorporate the system of theories of socialism withChinese characteristics into the curriculum and make it a way ofthinking. We should carry out extensive education about our idealand conviction, and rally the people under the great banner ofsocialism with Chinese characteristics. We should vigorously fosterChina's national character and promote the underlying trend of thetimes, intensify education in patriotism, collectivism andsocialism, and enrich people's cultural life and enhance theirmoral strength. We should promote prosperity, democracy, civility,and harmony, uphold freedom, equality, justice and the rule of lawand advocate patriotism, dedication, integrity, and friendship, soas to cultivate and observe core socialist values. We shouldmaintain leadership and initiative in theoretical work, providecorrect guidance, enhance our ability to guide public opinion, andstrengthen the influence of the underlying trend of thought in ourcountry.

2. Improve civic morality in an all-aroundway

This is the basic task for strengthening socialistmorals. We should integrate the rule of law with the rule ofvirtue, intensify education in public morality, professionalethics, family virtues, and individual integrity, and advocatetraditional Chinese virtues and new trends of the times. We shouldpress ahead with the program for improving civic morality, exaltthe true, the good, and the beautiful and reject the false, theevil, and the ugly. We should encourage people to willingly meettheir statutory duties and obligations to society and family. Weshould create a social atmosphere in which work is honored andcreation is lauded, and cultivate social trends of recognizinghonor and disgrace, practicing integrity, encouraging dedication,and promoting harmony. We should carry out thorough education toaddress serious ethical problems, and step up efforts to enhancegovernment integrity, business and social ethics and judicialintegrity. We should strengthen and improve education in values,provide compassionate care and psychological counseling, andcultivate self-respect, self-confidence, a sense of being rational,composure, and a desire to excel oneself among the people. Weshould conduct more public activities to promote cultural andethical progress, encourage volunteer service, and carry outregular activities to learn from paragons of virtue such as LeiFeng and publicize their exemplary deeds.

3. Enrich people's intellectual and culturallives

Enabling the people to lead healthy and richintellectual and cultural lives is an important part of our effortsto complete the building of a moderately prosperous society in allrespects. We should pursue people-centered cultural creation, andcreate better cultural products to provide the people with more andbetter nourishments for the mind. We should be community- andpeople-focused in our cultural work, carry out at a faster pace keycultural projects that benefit the people, increase support forpromoting cultural progress in rural areas and underdeveloped areasand open more public cultural service facilities to the public freeof charge. We should develop a system for carrying forward finetraditional culture and promote outstanding traditional Chineseculture. We should extend and standardize the use of the standardChinese language. We should promote the development and flourishingof cultural activities of ethnic minorities. We should carry outpublic cultural activities and guide the people to express,educate, and serve themselves in the course of developing culture.We should launch reading programs for the general public. We shouldimprove the contents of online services and advocate healthy themeson the Internet. We should strengthen social management of theInternet and promote orderly network operation in accordance withlaws and regulations. We should crack down on pornography andillegal publications and resist vulgar trends. We should extendscientific knowledge, foster respect for science, and make thewhole nation better educated in science. We should carry outfitness activities across the country and fully promote bothrecreational and competitive sports.

4. Enhance the overall strength and internationalcompetitiveness of Chinese culture

The strength and international competitiveness ofChinese culture are an important indicator of China's power andprosperity and the renewal of the Chinese nation. We should promoterapid development and all-around flourishing of the culturalindustry and cultural services and ensure both social effect andeconomic benefits, with priority on the former. We should developphilosophy and the social sciences, the press and publishing,radio, television and films, and literature and art. We shouldlaunch more major public cultural projects and programs, improvethe public cultural service system, and make such services moreefficient. We should promote integration of culture with scienceand technology, develop new forms of cultural operations, and makecultural operations larger in size and more specialized. We shoulddevelop a modern communications network to improve our capacity forcommunications. We should invigorate state-owned non-profitcultural institutions, improve corporate governance ofprofit-oriented cultural entities, and create a thriving culturalmarket. We should open the cultural sector wider to the outsideworld and draw on cultural achievements of other countries. Weshould foster a fine environment that enables a large number oftalented cultural figures, particularly eminent cultural figuresand representatives of Chinese culture, to distinguish themselvesin artistic pursuit. We should honor cultural personalities withoutstanding contribution.

We must adhere to the goal of advancing socialistculture, deepen our awareness of and confidence in Chinese culture,and strive to meet the grand goal of developing a strong socialistculture in China.

VII. Strengthening Social Development by Improvingthe People's Wellbeing and Making Innovations inManagement

Strengthening social development is an importantguarantee for maintaining social harmony and stability. We mustintensify our efforts to improve the basic public service system,strengthen and make innovations in social management, and boost thebuilding of a harmonious socialist society in order to uphold thefundamental interests of the overwhelming majority of thepeople.

In strengthening social development, we must givehigh priority to ensuring and improving the people's wellbeing. Toimprove people's material and cultural lives is the fundamentalpurpose of reform and opening up and socialist modernization. Weshould bring as much benefit as possible to the people, resolve asmany difficulties as possible for them, and solve the most pressingand real problems of the greatest concern to them. We should keepmaking progress in ensuring that all the people enjoy their rightsto education, employment, medical and old-age care, and housing sothat they will lead a better life.

To strengthen social development, we mustaccelerate social structural reform. With the aim of establishing asocialist system of social management with Chinese characteristics,we should quicken the pace of building the following mechanisms andsystems: a law-based social management system featuring Partycommittee leadership, government execution, nongovernmental supportand public participation; a basic public service system that isgovernment-led and sustainable and covers both urban and ruralareas; a system of modern social organizations in which functionsof the government are separated from those of social organizations,rights and responsibilities are clearly established, and socialorganizations exercise autonomy in accordance with the law; and asocial management mechanism that resolves public complaints at thesource, exercises dynamic administration, and responds toemergencies.

1. Work hard to run education to the satisfactionof the people

Education is the cornerstone of national renewaland social progress. We must give high priority to developingeducation, implement the Party's education policy to the letter,ensure that education serves socialist modernization and thepeople, take fostering integrity and promoting rounded developmentof people as the fundamental task of education, and trainparticipants of and successors to the socialist cause who developmorally, intellectually, physically and aesthetically. We shouldprovide well-rounded education for all students, deepen overalleducation reform, focus on improving the quality of education, andcultivate in students a sense of social responsibility, a spirit ofinnovation and the ability to acquire practical skills. We shoulddevelop preschool education, promote balanced development ofnine-year compulsory education, make senior secondary educationbasically universal, accelerate development of modern vocationaleducation, and bring out the full potential for development ofhigher education. We should actively develop continuing education,improve the system of lifelong education, and build a learningsociety. We should vigorously promote fairness in education, andensure balanced allocation of educational resources with a focus onrural, remote, poor and ethnic minority areas. We should supportspecial education, increase subsidies to students from poorfamilies, and ensure that children of rural migrant workers incities have equal access to education. All this is designed to helpall children gain required knowledge and skills. We shouldencourage and guide nongovernmental entities to run educationalprograms. We should strengthen the ranks of teachers, and enhancetheir work ethics and professional competence as well as theirsense of honor and responsibility as teachers.

2. Deliver a better job in creatingemployment

Employment is crucial to the people's wellbeing.We must implement the principle of promoting self-reliantemployment, market-regulated employment and government-backedemployment and entrepreneurship, the strategy of giving toppriority to employment and a proactive employment policy. We shouldensure that people have realistic expectations about employment,encourage creating employment through multiple channels and forms,and expand job opportunities by creating new businesses. We shouldincrease job opportunities for young people, especially universitygraduates, the rural migrant labor force, urban residents who havedifficulty finding jobs, and ex-servicepersons. We shouldstrengthen vocational skill training; improve people's ability tofind jobs and start up their own businesses; and enhance employmentstability. We should improve the human resources market andemployment services, and make unemployment insurance play a biggerrole in promoting employment. We should improve the system of laborstandards and the mechanism for harmonizing labor relations,strengthen supervision of labor protection and labor disputemediation and arbitration, and build harmonious laborrelations.

3. Make every effort to increase individualincome

To ensure that the people share in the fruits ofdevelopment, we must deepen reform of the income distributionsystem, and increase individual income in step with economicdevelopment and work remuneration in step with improvement in laborproductivity, and we should raise the share of individual income inthe distribution of national income and increase the share of workremuneration in primary distribution. A proper balance should bestruck between efficiency and fairness in both primary andsecondary distribution, with particular emphasis on fairness insecondary distribution. We should improve the primary distributionsystem to allow factors of production such as labor, capital,technology and managerial expertise to have their due share ofincome according to their respective contribution; and we shouldtake speedy steps to improve the mechanism of secondarydistribution regulating income distribution mainly throughtaxation, social security, and transfer payments. We should deepenreform of the wage and salary system in enterprises, governmentbodies and public institutions, promote collective bargaining onwages in enterprises, and protect income earned through work. Weshould increase proprietary individual income through multiplechannels. We should improve the way in which income is distributed,protect lawful income, increase the income of low-income groups,adjust excessively high income, and prohibit illicitincome.

4. Promote coordinated development of the socialsecurity system in urban and rural areas

Social security is a basic system for ensuringpeople's livelihood and adjusting social distribution. We shouldinstitute a complete, multi-tiered and sustainable system forproviding basic social security for both the urban and ruralpopulation, with emphasis on making the system more equitable andsustainable and ensuring the smooth transfer of social securityaccounts between localities. We should reform and improve thesocial insurance system for enterprises as well as governmentbodies and public institutions, integrate the basic old-ageinsurance and basic medical insurance systems for non-working urbanresidents and the rural population, provide sufficient funding forpersonal accounts for old-age insurance in a phased way, placebasic pensions under unified national planning, and establishmechanisms for setting standards on social security benefits andregularly adjusting them that give due consideration to theinterests of people from all walks of life. We should widenchannels for raising money for social security funds, introduce asystem to manage investment operations of social insurance funds,and ensure that these funds are safe and appreciate over time. Weshould improve the social assistance system and the social welfaresystem, support the development of charities, and ensurepreferential treatment to entitled groups. We should put in place ahousing system that combines market supply and government support,strengthen construction and management of low-income housing, andbetter meet poor families' basic housing needs. We should adhere tothe basic state policy of gender equality and protect thelegitimate rights and interests of women and children. We shouldactively address population aging and vigorously develop old-ageservices. We should improve the social security and service systemsfor the disabled and effectively protect their rights andinterests. We should improve the mechanism for supervising the workof social security agencies and make social security services moreconvenient and efficient.

5. Improve people's health

Good health is a prerequisite for promotingwell-rounded development of the person. Keeping to the goal ofimproving people's health, we should put disease prevention first,make rural areas the focus of our work, support both traditionalChinese medicine and Western medicine, establish a sound mechanismfor basic medical and health care and strengthen such endeavor atthe community level. We should give high priority to carrying outoverall reform in medical insurance, medical treatment, publichealth, drug supply, and the mechanism of monitoring andsupervision, and we should improve the policy for enhancingpeople's health and provide them with safe, effective, convenientand affordable public health services and basic medical care. Weshould improve the medical insurance system that covers the wholepopulation, establish a mechanism to provide insurance and aid intreating major and very serious diseases, and improve mechanismsfor handling public health emergencies and for preventing andcontrolling major diseases. We should consolidate the system forusing basic drugs. We should improve the rural medical and healthservice network at county, township and village levels and thesystem of urban community health services, deepen reform of publichospitals, and encourage the development of private hospitals. Weshould support the development of traditional Chinese medicine andthe traditional medicine of ethnic minorities. We should ensurethat medical personnel provide better services and improve theirwork ethics. We should reform and improve institutions andmechanisms for managing and supervising food and drug safety. Weshould launch patriotic sanitation campaigns and ensure that peoplehave good health and a sense of contentment. We must adhere to thebasic state policy of family planning, improve the health ofnewborns, steadily improve the population policy and promotelong-term and balanced population growth.

6. Strengthen and make innovations in socialmanagement

To conduct social management in a more scientificway, we must improve the laws, institutions and mechanismsconcerning and capacity for social management, and train morepersonnel and promote IT application in this field. We shouldimprove the way in which the government provides public services,strengthen the system of social management and services at thecommunity level, and ensure that urban and rural communitiesprovide better services. Enterprises, public institutions andpeople's organizations should play a better role in conductingsocial management and providing related services. We should guidesocial organizations to develop in a healthy and orderly way andfully leverage the fundamental role of the people in socialmanagement. We should improve and make innovations in themanagement relating to and services for the floating population andspecial groups. We should correctly handle problems among thepeople, and put in place a sound mechanism in which the Party andthe government play the leading role in upholding the rights andinterests of the people. We should improve the system for handlingpeople's complaints expressed in letters or visits, and improve theintegrated system of mediation by the people, administrativemediation and judicial mediation. We should maintain regular andopen channels for the people to voice their demands, forcoordinating their interests and for protecting their rights andinterests. We should establish a sound mechanism for assessingpotential risks major policy decisions may pose to socialstability. We should improve the public safety system and theworkplace safety environment in enterprises to curb major and veryserious accidents. We should strengthen and improve the Party'sleadership over the work of judicial, procuratorial, and publicsecurity organs, and strengthen their ranks, so that they canfulfill their duties in carrying forward and protecting the causeof socialism with Chinese characteristics. We should intensifyefforts to ensure law and order, improve the multi-dimensionalsystem for crime prevention and control, strengthen theinfrastructure of judicial bodies, and prevent and punish criminaland illegal activities in accordance with the law to protect thepeople's lives and property. We should improve the nationalsecurity strategy and its work mechanism, and keep high vigilanceagainst and resolutely forestall separatist activities andactivities of infiltration and subversion carried out by hostileforces, so as to ensure national security.

As long as the whole Party and all the people makeconcerted efforts, we can foster a dynamic environment in whicheveryone contributes to social harmony and benefits from aharmonious society.

VIII. Making Great Efforts to Promote EcologicalProgress

Promoting ecological progress is a long-term taskof vital importance to the people's wellbeing and China's future.Faced with increasing resource constraints, severe environmentalpollution and a deteriorating ecosystem, we must raise ourecological awareness of the need to respect, accommodate to andprotect nature. We must give high priority to making ecologicalprogress and incorporate it into all aspects and the whole processof advancing economic, political, cultural, and social progress,work hard to build a beautiful country, and achieve lasting andsustainable development of the Chinese nation.

We should remain committed to the basic statepolicy of conserving resources and protecting the environment aswell as the principle of giving high priority to conservingresources, protecting the environment and promoting its naturalrestoration, and strive for green, circular and low-carbondevelopment. We should preserve our geographical space and improveour industrial structure, way of production and way of life in theinterest of conserving resources and protecting the environment. Weshould address the root cause of deterioration of the ecologicalenvironment so as to reverse this trend, create a sound working andliving environment for the people, and contribute our share toglobal ecological security.

1. Improve development of China's geographicalspace

It is in geographical space that ecologicalprogress can be advanced, and we must cherish every bit of it.Guided by the principle of maintaining balance between population,resources and the environment and promoting economic, social andecological benefits, we should keep the pace of development undercontrol and regulate its space composition. We should ensure thatthe space for production is used intensively and efficiently, thatthe living space is livable and proper in size, and that theecological space is unspoiled and beautiful; and we should leavemore space for nature to achieve self-renewal. We should keep morefarmland for farmers, and leave to our future generations abeautiful homeland with green fields, clean water and a blue sky.We should ensure the speedy implementation of the functional zoningstrategy and require all regions to pursue development in strictaccordance with this strategy, and advance urbanization,agricultural development and ecological security in a scientificand balanced way. We should enhance our capacity for exploitingmarine resources, develop the marine economy, protect the marineecological environment, resolutely safeguard China's maritimerights and interests, and build China into a maritimepower.

2. Promote all-around resourceconservation

Resource conservation is an important way toprotect the ecological environment. We should conserve resourcesand use them efficiently and bring about a fundamental change inthe way resources are utilized. We should strengthen conservationefforts all the way, drastically reduce energy, water and landconsumption per unit of GDP, and use such resources in a better andmore efficient way. We should launch a revolution in energyproduction and consumption, impose a ceiling on total energyconsumption, save energy and reduce its consumption. We shouldsupport the development of energy-efficient and low-carbonindustries, new energy sources and renewable energy sources andensure China's energy security. We should better protect watersources, impose a cap on total water consumption, promote waterrecycling, and build a water-conserving society. We should ensurethat the red line for protecting farmland is not crossed andstrictly control land uses. We should strengthen exploration,protection and proper exploitation of mineral resources. We shoulddevelop a circular economy to reduce waste and resourceconsumption, reuse resources and recycle waste in the process ofproduction, distribution and consumption.

3. Intensify protection of the ecosystem and theenvironment

A sound ecological environment is the fundamentalbasis for sustainable human and social development. We shouldlaunch major projects for restoring the ecosystem, increase ourcapacity for producing ecological products, take integrated stepsto control desertification, stony deserts and soil erosion, enlargeforests, lakes and wetlands, and protect biodiversity. We shouldaccelerate construction of water conservancy projects, and enhanceour capacity for responding to floods, drought and waterlogging inurban and rural areas. We should improve the system for preventingand mitigating natural disasters and become better able to respondto meteorological, geological and seismic disasters. We should takea holistic approach to intensifying prevention and control ofwater, air and soil pollution, putting prevention first and placingemphasis on serious environmental problems that pose health hazardsto the people. We will work with the international community toactively respond to global climate change on the basis of equityand in accordance with the common but differentiatedresponsibilities and respective capabilities of allcountries.

4. Enhance system building to promote ecologicalprogress

System building is crucial to protecting theecological environment. Resource consumption, environmental damageand ecological benefits should be covered by the system ofstandards for evaluating economic and social development, andrelated goals, evaluation methods and reward and punishmentmechanisms should be adopted in keeping with the need of promotingecological progress. We should establish a system for developingand protecting China's geographical space and improve the systemfor providing the strictest possible protection for farmland andsystems for managing water resources and protecting theenvironment. We should deepen reform of prices, taxes and fees forresource products, and establish a system for paying for resourceconsumption and compensating for ecological damage - a system thatresponds to market supply and demand and resource scarcity,recognizes ecological values and requires compensation in theinterests of later generations. We should carry out trials fortrading energy savings, carbon emission rights, pollution dischargerights and water rights. We should strengthen environmentalmonitoring and improve the system of accountability for ecologicaland environmental protection and the system of compensation forenvironmental damage. We should increase publicity of and educationin ecological progress, raise public awareness of the need toconserve resources, protect the environment and promote ecologicalprogress, and foster a social atmosphere of practicing moderateconsumption and cherishing the ecological environment.

We must treasure nature more consciously, protectthe ecosystem more actively, and strive to usher in a new era ofsocialist ecological progress.

IX. Accelerating the Modernization of NationalDefense and the Armed Forces

Building strong national defense and powerfularmed forces that are commensurate with China's internationalstanding and meet the needs of its security and developmentinterests is a strategic task of China's modernization drive. Chinais faced with interwoven problems affecting its survival anddevelopment security as well as traditional and non-traditionalsecurity threats. To address these problems and threats, we mustmake major progress in modernizing national defense and the armedforces. We must, responding to China's core security needs andfollowing the three-step development strategy for modernizingnational defense and the armed forces, ensure both economicdevelopment and development of defense capabilities, intensifyefforts to accomplish the dual historic tasks of militarymechanization and full IT application, striving to basicallycomplete military mechanization and make major progress in fullmilitary IT application by 2020.

To modernize national defense and the armedforces, we must follow the guidance of Mao Zedong's militarythinking, Deng Xiaoping's thinking on enhancing our militarycapabilities in the new historical period, Jiang Zemin's thinkingon strengthening our national defense and armed forces, and theParty's thinking on strengthening our national defense and armedforces under new conditions. We should act to meet the newrequirements of China's national development and securitystrategies and ensure that the armed forces fully carry out theirhistoric mission in the new stage in the new century. We shouldimplement the military strategy of active defense for the newperiod, and enhance military strategic guidance as the times sorequire. We should attach great importance to maritime, space andcyberspace security. We should make active planning for the use ofmilitary forces in peacetime, expand and intensify militarypreparedness, and enhance the capability to accomplish a wide rangeof military tasks, the most important of which is to win local warin an information age.

We should follow the guideline of strengtheningnational defense and the armed forces in a scientific way, takefaster change of the way of raising military combat effectivenessas a major task, fully enhance the revolutionary nature of thearmed forces and ensure that they are modern and follow standardprocedures in all operations. We must unwaveringly adhere to theprinciple of the Party's absolute leadership over the armed forcesand continue to educate them in the system of theories of socialismwith Chinese characteristics. We should constantly cultivate thecore values of contemporary revolutionary service personnel,vigorously promote advanced military culture, and preserve thenature and the character of the military as the people's army. Weshould unswervingly pursue full IT application as the goal inachieving military modernization and step up this effort. We shouldstrengthen the development of new- and high-technology weapons andequipment, speed up the complete development of modern logistics,train a new type of high-caliber military personnel in largenumbers, intensively carry out military training under computerizedconditions, and enhance integrated combat capability based onextensive IT application. We should increase efforts to run thearmed forces with strict discipline and in accordance with the law,and raise their standardization to a new level.

We should closely follow the new global militaryrevolution that is gathering pace, advance reform of our nationaldefense and armed forces in a both active and prudent way, anddeepen military transformation with Chinese characteristics. Withinnovative military theories taking the lead, we should enhance ourcapacity for innovation in defense-oriented research andindustries, modernize the military organizational structure, andbuild a system of modern military forces with Chinesecharacteristics.

We should continue to follow a Chinese-style paththat integrates the development of military and civilian sectors,combine efforts to make the country prosperous and the armed forcesstrong, and strengthen strategic planning, system building as wellas related laws and regulations to boost the development ofmilitary and civilian sectors in an integrated way. We should speedup the building of a modern armed police force. We should raisepublic awareness of the importance of national defense and improvethe capacity for national defense mobilization and the capabilityof our reserve forces. We should consolidate and increase unitybetween the military and the government and between the militaryand the civilians.

China pursues a national defense policy that is defensive innature. Our endeavors to strengthen national defense aim tosafeguard China's sovereignty, security and territorial integrityand ensure its peaceful development. China's armed forces havealways been a staunch force upholding world peace and will continueto increase cooperation and mutual trust with the armed forces ofother countries, participate in regional and international securityaffairs, and thus play an active role in international politicaland security fields.

X. Enriching the Practice of "One Country, TwoSystems" and Advancing China's Reunification

Since their return to the motherland, Hong Kongand Macao have embarked on a broad road along which they and themainland draw on each other's strengths and pursue commondevelopment, and the success of the "one country, two systems"principle has won global recognition. The underlying goal of theprinciples and policies adopted by the central governmentconcerning Hong Kong and Macao is to uphold China's sovereignty,security and development interests and maintain long-termprosperity and stability of the two regions. We must fully andfaithfully implement the principle of "one country, two systems,"under which the people of Hong Kong govern Hong Kong and the peopleof Macao govern Macao and both regions enjoy a high degree ofautonomy. We must both adhere to the one-China principle andrespect the differences of the two systems, both uphold the powerof the central government and ensure a high degree of autonomy inthe special administrative regions, both give play to the role ofthe mainland as the staunch supporter of Hong Kong and Macao andincrease their competitiveness. At no time should we focus only onone side to the neglect of the other.

The central government will act in strictaccordance with the basic laws of the special administrativeregions, improve work mechanisms for their enforcement, and firmlysupport the chief executives and governments of the two specialadministrative regions in governing the two regions in accordancewith the law. The central government will firmly support them inleading the people from all walks of life in focusing on economicdevelopment, taking effective steps to improve the people'swellbeing, and advancing orderly and phased-in democracy as well asinclusiveness, mutual support and harmony. The central governmentwill increase economic ties and trade between the mainland and thetwo regions, and promote exchanges and cooperation between them inall fields. The central government will also firmly support thechief executives and governments of the two special administrativeregions in promoting the unity of our compatriots in Hong Kong andMacao under the banner of loving both the motherland and theirrespective regions and in guarding against and forestallingexternal intervention in the affairs of Hong Kong andMacao.

We are convinced that our compatriots in Hong Kongand Macao not only have the wisdom, ability and resourcefulness tosuccessfully govern and develop the two regions; they can certainlyalso play an active role in national affairs and share with otherpeople of all ethnic groups in China the dignity and glory of beingChinese.

To resolve the Taiwan question and achieve thecomplete reunification of China is an irresistible historicalprocess. Peaceful reunification is in the best interests of theChinese nation, including our compatriots in Taiwan. To achievepeaceful reunification, we must, above everything else, ensurepeaceful growth of relations between the two sides of the TaiwanStraits. We must adhere to the principle of "peaceful reunificationand one country, two systems" and the eight-point proposal forgrowing cross-Straits relations and advancing peacefulreunification of the motherland. We must put into full practice theimportant thought of peaceful growth of cross-Straits relations,consolidate and strengthen the political, economic, cultural andsocial foundation for such growth, and create even betterconditions for achieving peaceful reunification.

We must continue to adhere to the one-Chinaprinciple. Although the mainland and Taiwan are yet to bereunified, the fact that both belong to one China has neverchanged. China's territory and sovereignty have always beenindivisible and no division will be tolerated. The two sides of theTaiwan Straits should uphold the common stand of opposing Taiwanindependence and of following the 1992 Consensus. Both sides shouldincrease their common commitment to upholding the one-Chinaframework and, on this basis, expand common ground and set asidedifferences. We are ready to conduct exchanges, dialogue andcooperation with any political party in Taiwan as long as it doesnot seek Taiwan independence and recognizes the one-Chinaprinciple.

We should sustain cross-Straits exchanges andcooperation. We should deepen economic cooperation to increasecommon interests. We should expand cultural exchanges to enhance acommon sense of national identity, and further people-to-peoplecontacts to cultivate mutual goodwill. We should promoteconsultation on an equal footing and strengthen institutionalbuilding. We hope that the two sides will jointly explorecross-Straits political relations and make reasonable arrangementsfor them under the special condition that the country is yet to bereunified. We hope the two sides will discuss the establishment ofa cross-Straits confidence-building mechanism for military securityto maintain stability in their relations and reach a peaceagreement through consultation so as to open a new horizon inadvancing the peaceful growth of these relations.

We should encourage the compatriots on both sidesof the Taiwan Straits to unite and pursue a common endeavor. Thecompatriots on both sides belong to the same Chinese nation andform a community of common destiny bound by blood ties; and we haveevery reason to care about and trust each other, jointly advancecross-Straits relations, and share in the fruits of development. Wewill make every effort to do anything that will promote the commonwellbeing of the compatriots on both sides of the Taiwan Straits.We should fully protect the rights and interests of our Taiwancompatriots and work with them to safeguard and build the commonhome of the Chinese nation.

We resolutely oppose any separatist attempt forTaiwan independence. The Chinese people will never allow anyone orany force to separate Taiwan from the motherland by any means. Anyseparatist attempt for Taiwan independence, which undermines thecommon interests of the compatriots on both sides of the TaiwanStraits, is doomed to fail.

Working hand in hand, we, the sons and daughtersof the Chinese nation, will surely accomplish the great cause ofChina's reunification in the course of our common endeavor toachieve the great renewal of the Chinese nation.

XI. Continuing to Promote the Noble Cause of Peaceand Development of Mankind

The world today is undergoing profound and complexchanges, but peace and development remain the underlying trends ofour times. The global trends toward multipolarity and economicglobalization are deepening. Cultural diversity is increasing, andan information society is fast emerging. New breakthroughs are inthe making in the scientific and technological revolution. Globalcooperation is expanding at multiple levels and on all fronts.Emerging market economies and developing countries are gaining inoverall strength, tipping the balance of international forces infavor of the maintenance of world peace. All this has created morefavorable conditions for ensuring general stability in theinternational environment.

On the other hand, the world is still far frombeing peaceful. The global financial crisis is producing afar-reaching impact on the world. World economic growth isovershadowed by growing factors of instability and uncertainty, andimbalance in global development has widened. There are signs ofincreasing hegemonism, power politics and neo-interventionism, andlocal turmoil keeps cropping up. Global issues such as foodsecurity, energy and resource security and cyber security arebecoming more acute.

Mankind has only one earth to live on, andcountries have only one world to share. History teaches us that thelaw of the jungle will not lead to the coexistence of human societyand that the arbitrary use of force cannot make the world a betterplace. To pursue peace, development and cooperation and oppose war,eliminate poverty and avoid confrontation in order to build aharmonious world of enduring peace and common prosperity - this iswhat the people of all countries long for.

We call for promoting equality, mutual trust,inclusiveness, mutual learning and mutually beneficial cooperationin international relations and making joint efforts to upholdinternational fairness and justice. In promoting equality andmutual trust, we should observe the purposes and principles of theCharter of the United Nations, and support equality among allcountries, big or small, strong or weak, rich or poor. We shouldadvance democracy in international relations, respect sovereignty,share security, and uphold world peace and stability. In promotinginclusiveness and mutual learning, we should respect diversity ofcivilizations and development paths, respect and safeguard therights of all peoples to independently choose their social systemand development path, learn from others to make up for ourshortcomings, and advance human civilization. In promoting mutuallybeneficial cooperation, we should raise awareness about humanbeings sharing a community of common destiny. A country shouldaccommodate the legitimate concerns of others when pursuing its owninterests; and it should promote common development of allcountries when advancing its own development. Countries shouldestablish a new type of global development partnership that is moreequitable and balanced, stick together in times of difficulty, bothshare rights and shoulder obligations, and boost the commoninterests of mankind.

China will continue to hold high the banner of peace,development, cooperation and mutual benefit and strive to upholdworld peace and promote common development.

China will unswervingly follow the path of peaceful developmentand firmly pursue an independent foreign policy of peace. We arefirm in our resolve to uphold China's sovereignty, security anddevelopment interests and will never yield to any outside pressure.We will decide our position and policy on an issue on its ownmerits and work to uphold fairness and justice. China is committedto peaceful settlement of international disputes and hotspotissues, opposes the wanton use of force or threat to use it,opposes any foreign attempt to subvert the legitimate government ofany other countries, and opposes terrorism in all itsmanifestations. China opposes hegemonism and power politics in alltheir forms, does not interfere in other countries' internalaffairs and will never seek hegemony or engage in expansion. Chinawill continue to keep in mind both the interests of the Chinesepeople and the common interests of the people of all countries, getmore actively involved in international affairs, play its due roleof a major responsible country, and work jointly with othercountries to meet global challenges.

China will unwaveringly follow a win-win strategy of opening upand promote robust, sustainable and balanced growth of the globaleconomy through increased cooperation. We are committed tonarrowing the North-South gap and supporting other developingcountries in enhancing their capacity for self-development. Chinawill strengthen coordination with other major economies onmacroeconomic policy and resolve economic and trade frictions withother countries through consultation. China upholds the principleof balancing rights with obligations. We will take an active partin global economic governance, promote and facilitate free tradeand investment, and oppose protectionism in all itsforms.

China is committed to growing friendship and cooperation in allfields with other countries on the basis of the Five Principles ofPeaceful Coexistence. We will improve and grow our relations withdeveloped countries by expanding areas of cooperation and properlyaddressing differences with them; and we will strive to establish anew type of relations of long-term stability and sound growth withother major countries. We will continue to promote friendship andpartnership with our neighbors, consolidate friendly relations anddeepen mutually beneficial cooperation with them, and ensure thatChina's development will bring more benefits to our neighbors. Wewill increase unity and cooperation with other developingcountries, work with them to uphold the legitimate rights andinterests of developing countries and support efforts to increasetheir representation and voice in international affairs. China willremain a reliable friend and sincere partner of other developingcountries. We will actively participate in multilateral affairs,support the United Nations, G20, the Shanghai CooperationOrganization, BRICS and other multilateral organizations in playingan active role in international affairs, and work to make theinternational order and system more just and equitable. We willtake solid steps to promote public diplomacy as well aspeople-to-people and cultural exchanges, and protect China'slegitimate rights and interests overseas. We will conduct friendlyexchanges with political parties and organizations of othercountries and encourage people's congresses, national and localcommittees of the Chinese People's Political ConsultativeConference, local governments and people's organizations toincrease overseas exchanges so as to consolidate the socialfoundation for enhancing China's relations with othercountries.

The Chinese people love peace and yearn fordevelopment. We are ready to work with the people of othercountries to unremittingly promote the noble cause of peace anddevelopment for mankind.

XII. Making Party Building More Scientific in AllRespects

Rallying and leading the people in completing thebuilding of a moderately prosperous society in all respects, inadvancing socialist modernization and in achieving the greatrenewal of the Chinese nation is an important mission for ourParty. When the Party maintains its strength and close ties withthe people, China enjoys prosperity and stability and the Chinesepeople live in peace and happiness. Facing the new developments,the progress in our cause and the expectation the people have ofus, we should comprehensively carry out the great new undertakingof Party building in an innovative reform-driven manner and makeParty building more scientific in all respects.

The whole Party must bear in mind that only bytaking root among the people and delivering benefits to them canthe Party remain invincible, and that only by being on guardagainst adversity in times of peace and forging boldly ahead canthe Party remain in the forefront of the times. Under newconditions, the Party faces complicated and severe long-term testsin exercising governance, carrying out reform and opening up anddeveloping the market economy as well as tests from the externalenvironment. And the whole Party is confronted with increasinglygrave dangers of lacking in drive, incompetence, being out of touchwith the people, corruption and other misconduct. We shouldsteadily improve the Party's art of leadership and governance; andincrease its ability to resist corruption, prevent degeneration andward off risks - this is a major issue the Party must solve inorder to consolidate its position as the governing party and carryout its mission of governance. All Party members must heightentheir sense of urgency and sense of responsibility and focus onstrengthening the Party's governance capacity, advanced nature andpurity. We should continue to free up our minds and carry outreform and innovation, and uphold the principle that the Partyshould supervise its own conduct and run itself with strictdiscipline. We should make all-around efforts to strengthen theParty theoretically and organizationally and improve its conduct.We should become better able to fight corruption, uphold Partyintegrity and improve Party rules and regulations. We shouldenhance our capacity for self-purity, self-improvement,self-development and self-innovation and build the Party into aninnovative, service-oriented and learning Marxist governing party.By taking these steps, we can ensure that the Party is always thefirm leadership core guiding the cause of socialism with Chinesecharacteristics.

1. Be firm in our ideal and conviction and remaintrue to the faith of Communists

Communists' faith in Marxism, socialism andcommunism is their political soul and sustains them in all tests.We should give high priority to developing the Party's theory,which is essential for Party building. We should studyMarxism-Leninism, Mao Zedong Thought and the system of theories ofsocialism with Chinese characteristics and intensively study andapply the Scientific Outlook on Development. We should buildlearning Party organizations, educate Party members and officialsin our shared ideal of socialism with Chinese characteristics andencourage them to unremittingly pursue this ideal. We shouldintensify education in the Party spirit, which is at the core ofParty building, study Party history, and gain a full understandingof the experience and lessons reviewed in the Party's tworesolutions on certain questions in its history. We should carryforward the Party's fine traditions and conduct and make itsmembers and officials develop a firm and correct worldview and afirm and correct attitude toward power and career, take a committedpolitical stand and become better able to tell right from wrong onmajor issues of principle. We should raise the moral standards ofParty members, which are the foundation of Party building,encourage Party members and officials to become role models inpracticing socialist views on honor and disgrace, and urge them toobserve the Party spirit and ethical standards and set goodexamples for the public. We should encourage Party members andofficials to become paragons of socialist ethics, lead in fosteringa social trend of honesty and integrity, uphold fairness andjustice, and thus demonstrate with concrete actions the moralintegrity of Communists.

2. Put people first, exercise governance for thepeople and always maintain close ties with them

Serving the people is the fundamental purpose ofthe Party, and putting people first and exercising governance forthe people is the ultimate yardstick for judging all the Party'sperformance in this regard. At all times we must put the people'sinterests above everything else, be of one mind with the people,share a common destiny with them, and rely on them to propelhistory forward. To maintain the Party's advanced nature andpurity, we should carry out intensive activities throughout theParty to study and practice its mass line, with the focus on theneed to serve the people and to be down-to-earth, honest andupright in conduct. We should solve pressing problems of keenconcern to the people, and raise our ability to do people-relatedwork well under new conditions. We should improve the system forParty members and officials to maintain direct contact with thepeople. We should consult the people on governance, learn abouttheir needs, seek their advice, and draw wisdom and strength fromtheir great practices. We should endeavor to bring prosperity tothe people and promote national renewal, be eager to blaze newtrails and live up to our responsibility, and deliver more concreteservices to the satisfaction of the people. We should always workhard and practice economy. We should make determined efforts toimprove the style of writing and the conduct of meetings, andreject undesirable practices such as mediocrity, laziness, laxityand extravagance, the practice of just going through formalities,and bureaucratism. We should use the Party's fine conduct toenhance Party cohesiveness, win popular support and improve theconduct of the government and the general public. We should supportpeople's organizations such as trade unions, the Chinese CommunistYouth League and women's federations in fully playing their rolesas bridges linking the Party and government with the people,voicing public concern and protecting people's legitimate rightsand interests.

3. Vigorously promote intra-Party democracy andenhance the Party's creative vitality

Intra-Party democracy is the life of the Party. Weshould adhere to democratic centralism, improve institutions forintra-Party democracy, and promote people's democracy withintra-Party democracy. We should uphold the principal position ofParty members, better protect their democratic rights, and conductcriticism and self-criticism. We should foster comradely relationsbased on equality and democratic principles, a political atmospherethat encourages democratic discussion, and an institutionalenvironment for democratic oversight. We should ensure that Partymembers have the right to stay informed of, participate in andoversee Party affairs, as well as the right to vote. We shouldimprove the system of Party congresses, raise the proportion ofdelegates from among workers and farmers to them, implement andimprove the tenure system for delegates to Party congresses,experiment with a system of annual sessions of the Party congressesat the town and township level, proceed with trials of the systemof Party congresses with a fixed term in selected counties andcounty-level cities and districts, and introduce the system fordelegates to Party congresses to submit proposals. We shouldimprove the system of intra-Party election, and standards governingmulti-candidate nomination and election, and create procedures anda climate that fully embody the will of voters. We shouldstrengthen the decision-making and oversight role of plenarysessions of Party committees and improve procedural rules anddecision-making procedures of their standing committees. We shouldalso improve the system for local Party committees to makedecisions on major issues and appoint key officials by ballot. Weshould expand intra-Party democracy at the community level, improvethe system for Party members to assess the performance of leadingbodies of community-level Party organizations on a regular basis,make arrangements for Party members to sit in on meetings ofcommunity-level Party committees and for delegates to Partycongresses to attend relevant meetings of Party committees at thesame levels, both in non-voting capacity, and thus conductintra-Party activities in strict accordance with these principlesand make them more transparent.

4. Deepen reform of the system for the managementof officials and personnel and build a contingent of competent keyofficials for governance

To uphold and build socialism with Chinesecharacteristics, it is imperative to build a contingent of keyofficials for governance who are firm in political conviction,competent and energetic and have fine conduct. We should adhere tothe principle of the Party supervising the performance ofofficials. We should appoint officials on their merits withoutregard to their origins, select officials on the basis of boththeir moral integrity and their professional competence withpriority given to the former, and promote officials who areoutstanding in performance and enjoy popular support. We shoulddeepen reform of the system for the management of officials andpersonnel so that officials with outstanding performance in allfields will come to the fore in large numbers, and we should taptheir potential to the full and put their talent to best use. Weshould fully and strictly implement the principle of selectingofficials in a democratic, open, competitive and merits-based way,make the management of them more democratic, enhance democracy,improve the way of selecting officials through competition,increase public trust in the selection and appointment of officialsand ensure that honest people are not disadvantaged and schemers donot have their way. We should improve the system for assessing theperformance of officials and require leading officials to viewtheir performance for what it is. We should improve the system forthe management of officials, conduct strict supervision over them,strengthen training and selection of officials as heads of Partyand government bodies or for other key positions, and improve thepublic servant system. We should improve the composition of leadingbodies and the mix of the ranks of officials, give high priority totraining and selecting officials from among those working on thefrontline or in local communities, and widen the channel foroutstanding individuals from society at large to become Party andgovernment officials. We should reform the personnel managementsystem in state-owned enterprises and public institutions. Weshould strengthen and improve education and training of officialsto enhance their competence. We should make greater efforts totrain and select outstanding young officials, attach importance totraining and selecting officials from among women and ethnicminorities, and encourage young officials to work and gainexperience in local communities and in hardship areas. We shouldprovide full services for retired officials.

5. Adhere to the principle of the Party exercisingleadership over personnel management and attract outstandingindividuals from all over for the cause of the Party andcountry

Widening channels to attract talent is importantfor advancing the cause of the Party and people. We should respectwork, knowledge, talent and creation, pursue at a faster pace thestrategy of training competent personnel as a priority to build alarge contingent of such personnel, and turn China from a countrywith large human resources into one with a large pool of competentprofessionals. We should coordinate the training of all types ofpersonnel, implement major projects for training and attractinghigh-caliber personnel, give more support to the training ofinnovative and entrepreneurial personnel, prioritize the trainingof people with practical skills, and encourage the flow of talentsto the frontlines of research and production. We should fullydevelop and utilize human resources both at home and abroad, andactively attract high-caliber personnel from overseas and turn themto good use. We should accelerate reform of institutions andmechanisms for talent development, adopt innovative policies forthis purpose and establish a national system of honors. We shouldform an internationally competitive personnel system that iscapable of firing the creativity and talent of people, and thusfoster a dynamic environment in which everyone can fully tap theirpotential and put their talent to best use.

6. Promote community-level Party building in aninnovative way and consolidate the organizational foundation forthe exercise of governance by the Party

Community-level Party organizations play a keyrole in rallying and leading the people in implementing the Party'stheories, line, principles and policies and in carrying out itstasks. We should implement the system of responsibility for Partybuilding, strengthen Party organizations in both rural and urbancommunities, step up efforts to establish and strengthen Partyorganizations in non-public economic entities and socialorganizations, and carry out community-level Party building in allareas. We should expand the coverage of Party organizations andParty work, fully leverage the role of community-level Partyorganizations in enhancing development, serving the people,rallying public support and promoting harmony, and ensure thatefforts to strengthen community-level Party organizations also spurthe development of all other community-level organizations. Weshould improve the network of community-level Party organizations,enhance the competence of their leaders, further integrate Partybuilding resources in urban and rural areas, and ensure sufficientfunding for community-level Party organizations. We should makecommunity-level Party organizations more service-oriented, withserving the people and engaging in people-related work being theirmain tasks. We should strengthen and improve education andmanagement of Party members, with a focus on enhancing their Partyspirit and raising their overall quality, improve the permanentmechanism for encouraging them to excel in their work, andencourage them to be vanguards and role models. We should ensurethat Party members participate in Party activities regularly, andimprove regular review of Party members' Party spirit anddemocratic evaluation of their performance. We should improveeducation and management of Party members among the floatingpopulation and provide better services for them. We should recruitbetter qualified people into the Party, and give high priority torecruiting new members from among young workers, farmers andintellectuals. We should perfect the mechanism for recruiting anddisqualifying Party members so as to improve the composition ofParty membership.

7. Unswervingly combat corruption and preserveCommunists' political character of integrity

Combating corruption and promoting politicalintegrity, which is a major political issue of great concern to thepeople, is a clear-cut and long-term political commitment of theParty. If we fail to handle this issue well, it could prove fatalto the Party, and even cause the collapse of the Party and the fallof the state. We must thus make unremitting efforts to combatcorruption, promote integrity and stay vigilant againstdegeneration. We should keep to the Chinese-style path of combatingcorruption and promoting integrity. We should persist in combatingcorruption in an integrated way, addressing both its symptoms androot causes, and combining punishment and prevention, with emphasison the latter. We should advance in an all-around way theestablishment of a system of combating corruption through bothpunishment and prevention and see to it that officials are honest,the government is clean, and political integrity is upheld. Weshould strengthen education about combating corruption andpromoting clean government and improve the culture of cleangovernment. Leading officials at all levels, especiallyhigh-ranking officials, must readily observe the code of conduct onclean governance and report all important facts concerned. Theyshould both exercise strict self-discipline and strengtheneducation and supervision over their family and staff; and theyshould never seek any privilege. We should ensure that strictprocedures are followed in the exercise of power, and tightenoversight over the exercise of power by leading officials,especially principal leading officials. We should deepen reform ofkey areas and crucial links, improve the system of anti-corruptionlaws, prevent and manage risks to clean government, avoid conflictof interests, prevent and fight corruption more effectively and ina more scientific way, and increase international anti-corruptioncooperation. We should rigorously implement the system ofaccountability for improving Party conduct and upholding integrity.We should improve the system of discipline supervision andinspection, improve the unified management of representativeoffices of Party commissions for discipline inspection, and enablediscipline inspectors to better play their role of supervision. Wemust maintain a tough position in cracking down on corruption atall times, conduct thorough investigations into major corruptioncases and work hard to resolve problems of corruption that directlyaffect the people. All those who violate Party discipline and statelaws, whoever they are and whatever power or official positionsthey have, must be brought to justice without mercy.

8. Strictly enforce Party discipline and willinglyuphold centralized leadership of the Party

Centralized leadership of the Party is the sourceof its strength and a fundamental guarantee for China's economicand social development, ethnic unity and progress, and enduringpeace and stability. The more complexities the Party faces and themore arduous the tasks it undertakes, the more imperative it is forthe Party to strengthen its discipline and uphold centralizedleadership. Party organizations at all levels and all Party membersand officials, especially principal leading officials, mustwillingly abide by the Party Constitution as well as itsorganizational principles and guiding principles for its politicalactivities; and no one is allowed to place oneself above the Partyorganization. All Party organizations and members must resolutelyuphold the authority of the Central Committee and maintain a highdegree of unity with it theoretically, politically and in action.We must faithfully implement the Party's theories, line, principlesand policies and ensure that the decisions of the Central Committeeare carried out effectively; and we will never allow anyone to takecountermeasures against them or disregard them. We will strengthenoversight and inspection, strictly enforce Party discipline,political discipline in particular, and take stern actions againstviolations of Party discipline. We must ensure that all are equalbefore discipline, that nobody has the privilege of not observingit and that no exception should be made in its enforcement. Thiswill enable the whole Party from leadership to the ranks to advancein unison as a great force.

We are striving for the great renewal of theChinese nation along the path of socialism with Chinesecharacteristics - this is what countless patriots and revolutionarymartyrs yearned for. Through protracted and arduous struggle, ourParty has, relying closely on the people and making the utmostsacrifice, made epic accomplishments. Our Party brought an end to,once and for all, the misery of old China, a poor and weak countrythat had suffered from both domestic turmoil and foreign aggressionin modern times, and launched the Chinese nation's irreversiblehistoric march to development and great renewal. It has thusenabled the Chinese nation, which has a civilization of over 5,000years, to stand rock-firm with a completely new image in the familyof nations. Shouldering heavier responsibilities and tasks on ournew journey forward, we must become firmer in our conviction andmake more determined efforts to accomplish the three historic tasksof advancing modernization, reunifying the country, and upholdingworld peace and promoting common development.

To live up to the people's trust in andexpectation of us and stand new tests under new historicalconditions, the whole Party must be keenly aware of potentialdangers, be modest and prudent, guard against arrogance andimpetuosity, and remain clear-headed. We must be innovative in ourthinking, uphold truth and correct mistakes, and always maintainenergy and drive. We must uphold the fundamental purpose of theParty, trust and rely on the people, and always put them aboveeverything else. We must heighten our sense of mission, berealistic and pragmatic, defy difficulties and work hard, andpreserve the political integrity of Communists.

The cause of socialism with Chinesecharacteristics holds great promise for the future, and its successhinges on continuous hard work of generations of young people withaspirations. The whole Party should care about young people, learnabout what they have in mind, encourage their growth and supportthem in pursuing careers in an entrepreneurial spirit. Young peopleshould respond to the Party's call, foster a correct worldview,outlook on life and sense of values and always cherish deep lovefor our great country, our great people and our great nation. Lettheir youthful vigor shine with radiance as they endeavor toadvance the great cause of socialism with Chinesecharacteristics.

The success of the cause of socialism with Chinesecharacteristics cannot be achieved without the concerted efforts ofall the sons and daughters of the Chinese nation. Our common causedepends on unity, and our strength lies in unity. All Party membersshould improve their Party spirit so as to ensure unity, promoteunity through pursuing our common cause, willingly uphold the unityof the whole Party, strengthen the unity of the people of allethnic groups in China and the unity of all the sons and daughtersof the Chinese nation, both here in the country and overseas, andpromote the great unity of the Chinese people with the peoples ofother countries.
